AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $655,900.00 FROM AVAII,ABLE FUNDS FOR THE PURPOSE
OF FUNDING THE SENIOR COMMUNITY SERVICE EMPLOYMENT PROJECT THROUGH A
GRANT FROM THE NATIONAL COUNCIL ON THE AGING, INC., INCREASING GENERAL FUND
APPROPRIATIONS BY $147,575.00 AND DECREASING THE UNRESERVED, UNDESIGNATED
FUND BALANCE BY THE SAME AMOUNT FOR INTERIM FINANCING OF COSTS FOR THE
PROJECT, APPROVING THE TRANSFER OF THE $147,575.00 FROM THE GENERAL FUND TO
THE GRANTS FUND; PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE 1T ORDAINED BY THE CPfY COUNCIL OF THE CTfY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1995-96 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of
$655,900.00 from available funds for the purpose of funding the Senior Community Service Project through a grant from the
National Council on the Aging, Inc.
SECTION 2.
That appropriations in the General Fund be increased by $147,565.00 and the unreserved, undesignated fund balance decreased
by the same amount, for the purpose of providing interim fmancing for the Senior Community Service Employment Project.
SECTION 3.
That the funds appropriated in Section 2, above, be transferred from the General Fund to the Grants Fund pending execution of
a contract between the National Council on the Aging, Inc., and the City After execution of said contract, a like amount shall
be returned to the unreserved, undesignated General Fund balance.
SECTION 4.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a
court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or
parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 5
That this ordinance shall be cumulative of Ordinance No. 12074 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 6.
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

SUBJECT SENIOR COMMUNITY SERVICE EMPLOYMENT PROJECT GRANT WITH NATIONAL
COUNCIL ON THE AGING, INC
RECOMMENDATION
It is recommended that the City Council authorize the City Manager to
Apply for and accept, if offered, a grant in the amount not to exceed 5655,900 with the
National Council on the Aging, Inc (NCOA), and enter into the grant agreement with NCOA
governing the City's responsibilities in administering the grant money, in order to implement
the Senior Community Service Employment Project (NCOA/SCSEP) for the program year
beginning July 1, 1996 and ending June 30, 1997, and
2 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Grants Fund by 5655,900 from available funds and increasing General
Fund appropriations by 5147,575 (one-fourth of the total NCOA funds) and decreasing the
unreserved, undesignated fund balance by the same amount for interim financing of costs
pending approval and execution of the grant agreement between NCOA and the City, and
3 Approve the transfer of 5147,575 from the General Fund to the Grants Fund, and
4 Waive the 56,600 indirect cost in accordance with the City's Administrative Regulation 3-
15 (apply the rate of 7 04 percent, which represents the most recently approved rate for
the Employment and Training Department) due to NCOA's ceiling of 520,600 for
Administration of this project, and
5 Apply the waived indirect cost as the City's In-Kind Contribution toward the 565,600 In-
Kind Match required by the NCOA grant
DISCUSSION
Since 1976, the City of Fort Worth has administered the Senior Community Service Employment
Project (SCSEP) The major objective of the SCSEP is to provide subsidized part-time training
in the public and/or qualified private, non-profit sector for individuals fifty-five (55) years of age
or older Program participants must be unemployed, underemployed, or have experienced
difficulty in securing employment The grant requires strong efforts by the participants to secure
unsubsidized employment after they have completed training The 1996-97 program year is
designed to serve 117 individuals and place 36 in unsubsidized employment
The interim funding of 5147,575 from the unreserved, undesignated General Fund balance is a
temporary measure that is designed to ensure the smooth transition from one grant funding
period to another Upon execution of an agreement with NCOA, the interim funding will be
returned to the unreserved, undesignated fund

At the end of May 1996, a total of 187 individuals had been served in SCSEP this year, thirty-
eight (38) have been placed in unsubsidized employment, 1 10 were still enrolled
The National Council on the Aging, Inc 's share of the total budget of 5655,900 is 5590,300
The remaining 565,600 is an In-Kind Match of services which is the value of the training site's
supervisory functions performed by the agencies which train the subsidized program participants
plus the waived indirect cost by the City for administrative services in selecting the agencies and
acting as intermediary with NCOA

The Director of Fiscal Services certifies that upon approval and completion of this transfer and
adoption of the attached appropriations ordinance, funds will be available, as appropriated, in the
Grants Fund After completion of this transfer, the unreserved, undesignated fund balance of
the General Fund will be 5 28,936,135 Upon execution of the Legal Agreement with NCOA,
the $147,575 00 will be transferred back to the General Fund
