AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE GRANTS FUND IN THE AMOUNT OF $8,975,000 00 FOR THE PURPOSE OF
FUNDING THE CITY'S FISCAL YEAR 1996 CONSOLIDATED ACTION PLAN FOR
HOUSING AND COMMUNITY DEVELOPMENT ACTIVITIES; PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH;
AND PROVIDING AN EFFECTIVE DATE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for
the Fiscal Year 1995-96 and in the Budget of the City Manager, there shall also be
increased estimated receipts and appropriations in the Grants Fund in the amount
of $8,975,000 00 for the purpose of funding the City's Fiscal Year 1996
Consolidated Action Plan for housing and community development activities
SECTION 2
Should any portion, section or part of a section of this ordinance be declared
invalid, inoperative or void for any reason by a court of competent jurisdiction,
such decision, opinion or judgement shall in no way impair the remaining portions,
sections, or parts of sections of this ordinance, which said remaining provisions
shall be and remain in full force and effect
SECTION 3
That this ordinance shall be cumulative of Ordinance No 12074 and all other
ordinances and appropriations amending the same except in those instances where
the provisions of this ordinance are in direct conflict with such other ordinances
and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed
SECTION 4
This ordinance shall take effect and be in full force and effect and after the
date of its passage, and it is so ordained

RECOMMENDATION
It is recommended that the City Council
Approve the City's Consolidated Action Plan Application for submission to the U S
Department of Housing and Urban Development (HUD), and
2 Adopt an appropriations ordinance increasing estimated receipts and appropriations in the
Grants Fund in an amount up to 58,975,000 from increased revenues
DISCUSSION
In 1994, HUD put forth a new policy regarding f~ousing and community development activities
carried out by local jurisdictions which requires jurisdictions to submit a Consolidated Plan The
Consolidated Plan is a document which combines application and planning processes for the four
major HUD funding sources Community Development Block Grant (CDBG), HOME, Emergency
Shelter Grant Program (ESGP), and Housing Opportunities for Persons with AIDS (HOPWA) On
April 17, 1995, the City of Fort Worth submitted it's Consolidated Plan to HUD which included
a Citizen Participation Plan, a Needs Analysis, aFive-Year Strategic Plan, and an Action Plan
detailing the first year's funding of activities
Working cooperatively with non-profit organizations, school districts, and the private sector, city
staff was able to produce a Consolidated Plan which was both broad in scope and
comprehensive with respect to the inclusion of activities and funding sources outside of the four
grants listed above
Each year, the City is required to submit a revised Consolidated Action Plan Application detailing
the activities to be funded by the four major funding sources for the upcoming Program Year,
June 1, 1996 -May 31, 1997 Due to the Federal budget impasse in Congress, HUD was
unable to inform city staff of the anticipated allocation to the City under the four major funding
sources The lack of information from Washington, D C and HUD has caused significant delays
in the local budgeting process
As a result, of the four major funding sources, only the Community Development Block Grant
(CDBG) and HOME budgets will be reviewed and approved by City Council prior to the April 17,
1996 submission date for the Consolidated Action Plan Application The Emergency Shelter
Grant Program (ESGP) and Housing Opportunities for Persons with AIDS (HOPWA) grant budgets
will be forwarded to HUD no later than 45 days after April 17, 1996 In the interim, staff will be
afforded the time to review responses to Requests for Proposals issued for these two grant
programs and make recommendations for funding to City Council by May 28, 1996 In lieu of
completed budgets, general descriptions of eligible activities will be included in the Consolidated
