DISCUSSION
The terms of the Title IV-A At-Risk Program allow cities to use local funds allocated to child care
services as a match in order to access additional federal funds that can then be used to provide
additional child care services For purposes of this program, Community Development Block
Grant funds are considered to be "local" funds The amount requested is determined by a
formula based on Community Development Block Grant (CDBG) funds being spent on child care
during the period September 1, 1995 and ending August 31, 1997
