ORDINANCE NO~~~® AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND UP TO $428,609 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING ADDITIONAL SERVICES TO THE TEXAS WORKFORCE COMMISSION TITLE PJ-A AT-RISK CHILD CARE PROGRAM, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for the Fiscal Year 1996/97 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund up to $428,609 from available funds for the purpose of funding additional services for the Texas Workforce Commission (TWC) Title PJ-A At-Risk Child Care Program. SECTION 2. Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 12629 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so ordained. APPROVED AS TO FORM AND LEGALITY J r~ Assistan ity ttorney tr zs S Date /~ ~~,~ 6 ~ Adopted Effective City of Fort Worth, Texas Mayor and Council Communication DATE REFERENCE NUMBER LOG NAME PAGE 12/03/96 **C-15805 13CHILD 1 of 3 SUBJECT ACCEPTANCE OF ADDITIONAL FUNDING AND CONTRACTS WITH SERVICE PROVIDERS FOR THE TEXAS WORKFORCE COMMISSION (TWC) TITLE IV-A AT-RISK CHILD CARE PROGRAM RECOMMENDATION It is recommended that the City Council authorize the City Manager to 1 Approve the acceptance of grant funds in an amount of 5428,609 from Texas Workforce Commission (TWC), for the Title IV-A At-Risk Child Care Program, and 2 Adopt the attached appropriations ordinance increasing estimated receipts and appropriations in the Grants Fund of 5428,609 from available funds, and 3 Approve administrative costs in the amount of 58,000 from September 1, 1996 through August 31, 1997, and ' 4 Execute contracts with the following organizations to provide additional child care services, contingent upon approval and receipt of adequate funding from the Texas Workforce Commission for the Title IV-A At-Risk Child Care Program All contracts will begin September 1, 1996 and end August 31, 1997 A YWCA of Metropolitan Fort Worth in an amount not to exceed 552,000, and B Clayton Child Care Services in an amount not to exceed 5100,000, and C Day Care Association of Fort Worth and Tarrant County, Inc in an amount not to exceed 530,000, and D YMCA of Metropolitan Fort Worth in an amount not to exceed 5101,457, and E Fort Worth Housing Authority, for the Amaka Learning Center in an amount not to exceed 530,000 5 Apply indirect cost rates in accordance with the City's Administrative Regulation 3-15 (apply the rate of 9 82% percent, which represents the most recently approved rate for this Department and apply the new approved indirect cost rates when available) DISCUSSION The terms of the Title IV-A At-Risk Program allow cities to use local funds allocated to child care services as a match in order to access additional federal funds that can then be used to provide additional child care services For purposes of this program, Community Development Block Grant funds are considered to be "local" funds The amount requested is determined by a formula based on Community Development Block Grant (CDBG) funds being spent on child care during the period September 1, 1995 and ending August 31, 1997 Printed cn Recycled Paper City of Fort Worth, Texas Mayor and Council Communication DATE .REFERENCE NUMBER LOG NAME PAGE 12/03/96 **C-15805 13CHILD 2 of 3 SUBJECT ACCEPTANCE OF ADDITIONAL FUNDING AND CONTRACTS WITH SERVICE PROVIDERS FOR THE TEXAS WORKFORCE COMMISSION (TWC) TITLE IV-A AT-RISK CHILD CARE PROGRAM City Council approved the submission of the Title IV-A At-Risk Child Care Grant application June 27, 1995 (M&C G-1 1141), approving acceptance of a reimbursement of up to 5300,000 to the City of Fort Worth and again November 14, 1995 (M&C C-15135), approving acceptance of an additional reimbursement of up to 5400,000 to the City of Fort Worth We are requesting approval to contract with the following agencies under the Title IV-A At-Risk Child Care Grant for the amounts to be reimbursed to the City under the current request of .up to 5700,000 PROGRAM DESCRIPTION.
