HomeMy WebLinkAboutOrdinance 12593ORDINANCE NO ~ ~~~ '~ AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $600,000.00 FOR THE PURPOSE OF FUNDING THE ACQUISITION AND DEVELOPMENT OF ARCADIA PARK THROUGH A GRANT FROM THE TEXAS PARKS AND WILDLIFE DEPARTMENT, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for the Fiscal Year 1995/96 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $600,000.00 for the purpose of funding the acquisition and development of Arcadia Park through a grant from the Texas Parks and Wildlife Department. SECTION 2. Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 12074 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is ~so ordained. APPROVED AS TO FORM AND LEGALITY Effective City of Fort Worth, Texas Mayor and Council Communication DATE- REFERSNCS NUMBER LOG NAME PAGE 07/23/96 **G-11542 80V6 1 of 2 SUBJECT GRANT APPLICATION TO TEXAS PARKS AND WILDLIFE DEPARTMENT FOR ACQUISITION AND DEVELOPMENT OF ARCADIA PARK RECOMMENDATION It is recommended that the City Council 1 Authorize the City Manger to submit an application for and accept, if awarded, a grant from the Texas Parks and Wildlife Department for Arcadia Park in the amount of 5300,000, and 2 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by 5600,000, and 3 Adopt a resolution authorizing the City Manager to sign the grant application and act as the City's representative in all matters relative to the grant, and 4 Authorize the City Manager to accept approximately fifty (50) acres of donated land valued at 5300,000 from Eastern Development Ltd and Pulte Homes, Inc as the City's match DISCUSSION The Parks and Community Services Department is preparing a grant application with assistance from Carter and Burgess, Inc , Eastern Development Ltd and Pulte Homes, Inc for the acquisition and development of an extension to Arcadia Park The proposed park addition would be two (2) separate tracts totaling roughly fifty (50) acres The first tract would be located to the east of Teal Drive and would link the original Arcadia Park site to the recently completed Arcadia Park North site The second tract would provide a linear extension north of the proposed North Tarrant County Parkway and west of Beach Street The proposed park is located in City Council District 4 The proposed park would continue the linear neighborhood park development which began in 1984 Through a series of parkland dedications, part of the City's Subdivision Ordinance and two (2) previous Texas Parks and Wildlife Department grants, a total of 197 acres have been acquired and developed to serve this rapidly growing section of the City Eastern Development Ltd and Pulte Homes, Inc have proposed a donation of approximately fifty (50) acres of land to serve as the City's local share in the proposed grant application The donation of property would be in excess of the parkland dedication policy requirement The proposed grant application would use Eastern's and Pulte's land donation as the City's match for grant funds to develop the park It is anticipated that the total grant amount will be 5600,000 with the estimated 5300,000 land donation matched by 5300,000 for park development This amount is within the maximum grant funding being offered at this time by the Texas Parks and Wildlife Department City of Fort Worth Texas Mayor and Council Communication DAIS RSP'SRSNCS NU1dBSR LOG NAMS PAGS 07/23/96 **G-11542 80VB 2 of 2 StTBJSCT GRANT APPLICATION TO TEXAS PARKS AND WILDLIFE DEPARTMENT FOR ACQUISITION AND DEVELOPMENT OF ARCADIA PARK This proposed donation of property and development of park amenities would impact both the General Fund and Capital Improvement Program budgets The proposed fifty (50) acre park would require approximately 535,000 per year to maintain at the same level of service as all other park sites throughout the City This sum includes mowing, litter control and normal maintenance Neither of the proposed tracts are within an existing Public Improvement District Also, it is projected that an estimated 3,000 linear feet of street frontage to the park would require City participation from Park Developing Areas bond funds in the amount of approximately 5105,000 On July 16, 1996, the Parks and Community Services Advisory Board approved a motion to recommend to the City Council that it 1 Authorize the City Manager to submit an application for and accept, if awarded, a grant from the Texas Parks and Wildlife Department for Arcadia Park in the amount of 5300,000; and 2 Adopt a resolution authorizing the City Manager to sign the grant application and act as the City's representative in all matters relative to the grant, and 3 Authorize the City Manager to accept donated land valued at 5300,000 from Eastern Development Ltd and Pulte Homes, Inc as the City's match FISCAL INFORMATION/CERTIFICATION The Director of Fiscal Services certifies that upon approval of the above recommendations and adoption of the attached appropriations ordinance, sufficient funds will be available in the current operating budget, as appropriated, of the Grants Fund LW f Submitted for City Manager's FUND ACCOUNT CENTER AMOUNT CITY SECRETARY Office by: (~) (2)GR76 451956 080306402000 $300,000.00 J A ~~f}oV GI Libby Watson 6183 (2)(4)GR76 488349 080306402000 $300,000.00 [ TY CQ~ ~ NC~~ Origioatiug Department Head: 2GR76 531350 080306402010 $300,000.00 CI (2)(4)GR76 541110 080306402020 $300,000.00 ~ ~ Richard Zavala 5700 f ~~~ ' ( rom) - For Additional Information City.Secretszyof 1!~ Contact: Citq of Fort Forth, Richard Zavala 5700 I Printed on Recyded Paper A~~~t~~ Urc~E~a~ Ec~ ~~.~.'~l-~
