AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $1,082,951.00 FROM AVAILABLE FUNDS FOR THE
PURPOSE OF FUNDING THE JOB TRAINING PARTNERSHIP ACTS TITLES IIA, IIC, AND III
PROGRAMS; PROVIDING FOR A SEVERABILTTY CLAUSE, MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE TT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1.
That in addition to those amounts allocated to the various City departments for the Fiscal Yeaz 1995-96 and in the Budget
of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount
of $1,082,951.00 from available funds for the purpose of funding the Job Training Partnership Cat Titles IIA, IIC, and III
Programs.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declazed invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions,
sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and
effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 12074 and all other ordinances and appropriations amending
the same except in those instances where the provisions of this ordinance aze in direct conflict with such other ordinances
and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations aze hereby
expressly repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

EXECUTION OF CONTRACTS WITH TEXAS WORKFORCE COMMISSION, TARRANT
COUNTY JUNIOR COLLEGE, FORT WORTH COMMUNITIES IN SCHOOL AND THE
QUANTUM OPPORTUNITIES
RECOMMENDATION.
It is recommended that City Council authorize the City Manager to
1 Execute contracts with the Texas Workforce Commission to implement Job Training
Partnership Act (JTPA) job training plans for Program Years 1996 - 1997 for the contract
period beginning July 1, 1996, and ending June 30, 1998, for aggregate additional funding
of 51,082,951 00 for the following revised amounts
Title IIA 5 1,595,419,
Title IIC $ 264,682,
Title III $ 2,447,582
2 Adopt the attached appropriation ordinance increasing estimated receipts and
appropriations in the Grants Fund by $1,082,951 00 from available funds
3 Execute a contract with Tarrant County Junior College to provide basic readjustment
services to dislocated workers through Title III of JTPA at a cost not to exceed 575,000,
beginning July 1, 1996, and ending June 30, 1997
4 Execute a contract with Texas Workforce Commission to provide basic readjustment and
retraining services to dislocated workers through Title III of JTPA at a cost not to exceed
5200,000, beginning July 1, 1996, and ending June 30, 1997
5 Execute a contract with Tarrant County Junior College to provide a Youth Learning
Opportunities Center for economically disadvantaged youth through Title IIC of JTPA, at
a cost not to exceed 569,743, beginning July 1, 1996, and ending June 30, 1997
6 Execute a contract with Fort Worth Communities In Schools to provide services for the
Quantum Opportunities Project Program at a cost not to exceed 595,255 00 for the period
beginning July 1, 1996, and ending June 30, 1997
7 Provide a match of 5155,000 00 from Title IIC of JTPA for the Quantum Opportunities
Project Program, beginning July 1 , 1996, and ending June 30, 1997
8 Waive indirect costs on JTPA titles IIA, IIC and III

DISCUSSION
The City of Fort Worth is the administrative entity for the Fort Worth Consortium Service Delivery
Area for training programs funded through the Job Training Partnership Act The Service Delivery
Area includes the cities of Fort Worth, Euless, Haltom City, and White Settlement City Council
approved execution of contracts with the Texas Workforce Commission to provide training and
related activities for Program Year 1996 (July 1, 1996, to June 30, 1997) on May 21, 1996
(M&C C-15474), based on the following estimated allocations
Title IIA S 1,346,308 to serve economically disadvantaged adults,
Title IIC S 254,126 to serve economically disadvantaged youth
Title III S 1,624,298 to serve dislocated workers
The estimated allocations were provided in January 1996 by the Texas Workforce Commission
pending authorization of funding by Congress In April 1996 the President signed a spending bill
for 1996-1997, and shortly thereafter the U S Department of Labor released the official PY96
allocations for JTPA
FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that upon approval and execution of the above
recommendations and adoption of the attached appropriation ordinance, funds required for these
expenditures will be available in the current operating budget, as appropriated, in the Grants
Fund
