AN ORDINANCE INCREASING THE ESTIMATED RECEIl'TS AND APPROPRIATIONS IN THE
TEMPORARY LABOR FUND IN THE AMOUNT OF $144,036 00 FOR THE PURPOSE OF
FUNDING TEMPORARY LABOR SERVICES TO VARIOUS CITY DEPARTMENTS, PROVIDING
FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1995-96 and in the Budget
of the City Manager, there shall also be increased estimated receipts and appropriations in the Temporary Labor Fund in
the amount of $144,036 00 for the purpose of funding temporary labor services to various City departments.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions,
sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and
effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 12074 and all other ordinances and appropriations amending
the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances
.and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby
expressly repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

SUBJECT SUPPLEMENTAL APPROPRIATIONS FOR TEMPORARY LABOR FUND
RECOMMENDATION
It is recommended that the City Council
1 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Temporary Labor Fund by 5144,036, and
2 Authorize the $144,036 to be used to provide Temporary Labor services to various City
departments
DISCUSSION
The Temporary Labor Fund was established in October 1, 1987 as a means of providing low
cost, Temporary Clerical/Administrative support staff to City Departments Temporary Labor
provides this service in-house at a reduced cost, rather than contracting with an outside agency
at a significantly higher cost, approximately 22% more At this time the number of temporaries
paid from the Temporary Labor Fund has exceeded the estimates for this year's operations, and,
therefore, a supplemental appropriation of 5144,036 is required This amount includes the
federal requirement of 6 2% deduction for FICA and 1 45% for Medicare for all temporary
employees Revenue is generated in the Fund by charging user departments a 51 15 per hour
mark-up for Temporary Services
FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that upon adoption of the attached supplemental
appropriations ordinance expenditures will be offset with revenues received from user
departments
