Ordinance No.
AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $17,415 00 FOR THE PURPOSE OF FUNDING THE
PURCHASE OF MATERIALS, EQUIPMENT, SERVICES, AND SPECIAL COLLECTION
DEVELOPMENT IN THE AREA OF GENEALOGY AND LOCAL HISTORY THROUGH A GRANT
FROM THE TEXAS STATE LIBRARY AND ARCHIVES COMMISSION, PROVIDING FOR A
SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1.
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1995-96 and in the Budget
of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount
of $17,415 00 for the purpose of funding the purchase of materials, equipment, services, and special collection
development in the area of Genealogy and Local History through a grant from the Texas State Library and Archives
Commission.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions,
sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and
effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 12074 and all other ordinances and appropriations amending
the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances
and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby
expressly repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to accept a grant from the Texas State Library and Archives
Commission through the Major Urban Resource Libraries (MURLS) Grant (Urban Library/Aid
Contract, Library Services and Construction Act (LSCA) -Title I) in the revised amount of
556,812, an increase of 517,415 over the amount approved in M&C G-1 1431, and
2 Adopt the attached supplemental appropriations ordinance increasing the estimated receipts
and appropriations by 517,415 in the Grants Fund from available funds
DISCUSSION..
The City Council approved M&C G-11431 on March 26, 1996, authorizing application and
acceptance, if offered, a grant of 539,397 from Texas State Library and Archives Commission
and the U S Office of Education out of LSCA Title I appropriations to the Fort Worth Public
Library through a Major Resource Libraries grant The Texas State Library has received
information that the LSCA Title I appropriation was significantly increased during the extended
Federal budget process, and the amount to be awarded to Fort Worth Public Library will be
556,812, an increase of 517,415
The grant is for services provided through special collection development in the area of
Genealogy and Local History during FY 1997 (September 1, 1996 through August 30, 1997)
The materials will be used to provide on-site and reference service to any persons using the
Library in person or by mail
Since there will be no salaries in this grant, indirect cost provisions do not apply
This grant will be used for the purchase of library materials in a variety of formats and equipment
to use the materials The grant requirements specify materials purchases, and allow only 10%
of the total to be expended for related equipment
