AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF
$45,300.00 FROM INCREASED REVENUE FOR THE PURPOSE OF FUNDING
COSTS ASSOCIATED WITH PROCESSING CHARGES OF HOUSING
DISCRIMINATION UNDER THE CITY'S FAIR HOUSING ORDINANCE,
PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING
ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING
AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1995/96 and in
the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Grants Fund in the amount of $45,300.00 from increased revenue for the purpose of funding costs associated with
processing charges of housing discrimination under the City's Fair Housing Ordinance.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any
reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the
remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and
remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 12074 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict with
such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances
and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so
ordained.

RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to accept and execute the Type 1 Cooperative Agreement with
the U S Department of Housing and Urban Development (HUD) in the amount of
545,300 00 from October 1, 1995 to September 30, 1996, and
2 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Grants Fund by 545,300 00 from increased revenue
DISCUSSION
In January 1994, the Fort Worth Human Relations Commission (FWHRC) entered into an "Interim
Agreement" with the U S Department of Housing and Urban Development (HUD) for the purpose
of re-establishing the HRC's status as a "substantially equivalent" local agency in the
enforcement of laws that prohibit discrimination in housing
As a result of the re-establishing of such status, the FWHRC is eligible to receive funding from
HUD to assist in defraying the cost of processing charges of housing discrimination under the
City's Fair Housing Ordinance The FWHRC has functioned under a similar contract with the U S
EEOC for the processing of charges of employment discrimination since September 1976
FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that upon approval of the above recommendations, the
funds required for this agreement will be available in the current operating budget, as
appropriated, of the Grants Fund
