ORDINANCE NO ~~
AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF
$350,555.00 FOR THE PURPOSE OF ACCEPTING A GRANT FROM
THE GOVERNORS RESERVE FUND FOR RETRAINING SERVICES,
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN
CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS:
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year
1994-95 and in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the Grants Fund in the amount of $350,555.00 for the purpose of accepting a grant from
the Governors Reserve Fund for retraining services
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision; opinion or judgment shall in no
way impair the remaining portions, sections,. or parts of sections of this ordinance, which said
remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 11645 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are
in direct conflict with such other ordinances and appropriations, in which instance said conflicting
provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect and be in full force and effect from and -after the date of its passage,
and it is so ordained.

SUBJECT GRANT APPLICATION AND APPROPRIATION ORDINANCE FOR STATE OF TEXAS
GOVERNORS RESERVE FUND
RECOMMENDATION
It is recommended that the City Council authorize the City Manager to
Accept a grant from the State of Texas Governors Reserve Fund in the amount of
5350,555 00 The contract will provide retraining services from January 1, 1995 through
June 30, 1995, and
2 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Grants Fund by 5350,000 00 from increased revenue, and
3 Authorize the Fiscal Services Department to establish the required funds/accounts/centers,
and
4. Apply indirect costs in accordance with the Cit:y's Administrative Regulation 3-15 (apply
the most recently approved rate of 10 02% for Employment and Training Department, not
to exceed 55,514 00)
DISCUSSION
On December 16, 1994, The Career Transition Center (CTC) made an application to the Texas
Department of Commerce for emergency funds for the purpose of providing retraining activities
for 174 displaced workers from Lockheed Corporation The request for the Governor's Reserve
funding is necessitated because the Department of Labor has not yet approved a request for
additional funds in the amount of 54,080,337 00 dated June 7, 1994
RETRAINING SERVICES
Participants will be referred to appropriate agencies and institutions for the provision of Retraining
Services Retraining services include those costs associated with the provisions of occupational
and/or educational classroom training, and include the following
a On-the-Job Training
The On-the-Job training program, through individual written agreements, will provide for
reimbursement to an employer for up to 50% of entry level wages of a participant involved
in training for a specific occupation
Six participants will be served

b Vocational/Occupational Skills Training
The purpose of this activity is to have course curriculums in a variety of local labor market
demand occupations Training may be procured through a Request for Proposal process or
purchased on a buy-in basis
The Working Connection will be responsible for participants referrals to appropriate training
institutions There will be 168 participants served under this program component
c Basic Skills or English as a Second Language
This type of training will be provided through referrals to other agencies or institutions
The Working Connection will be responsible for participant referrals to appropriate training
agencies
Services will be provided on an as needed basis
FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that upon execution of the PY 94 Governors Reserve
Fund Grant contract with the Texas Department of Commerce, sufficient funds required for-the
contract will be available in the operating budget of the Grants Fund
