ORDINANCE NO ` UU
AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF
$116,087.00 FOR. THE PURPOSE OF CONTRACTING WITH TEXAS
DEPARTMENT OF COMMERCE FOR JOB TRAINING PARTNERSHIP
ACT TITLE II INCENTIVE AWARD; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL
PRIOR ORDINANCES IN CONFLICT HEREWITH, AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for the Fiscal Year
1994-95 and in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the Grants Fund in the amount of $116,087.00 for the purpose of contracting with
Texas Department of Commerce for Job Training Partnership Act Title II Incentive Award.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no
way impair the remaining portions, sections, or parts of sections of this ordinance, which said
remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 11645 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are
in direct conflict with such other ordinances and appropriations, in which instance said conflicting
provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
'This ordinance shall take effect and be in full force and effect from and after the date of its passage,
and it is so ordained.

RECOMMENDATION
It is recommended that the City Council
1 Submit a grant application, accept the grant if offered, and negotiate a contract in the
amount of S 1 16,087 00 with Texas Department of Commerce for the Job Training
Partnership Act Title II Incentive Award for the contract period beginning December 15,
1994 and ending November 30, 1996, and
2 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Grants Fund by S 1 16,087 00 from increased revenue, and
3 Authorize the Fiscal Services Department to establish the specified protect accounts in the
City of Fort Worth's financial accounting system upon receipt of the letter of obligational
authority from Texas Department of Commerce, and
4 Authorize the City Manager to waive the ~nd~rect costs since indirect costs are not
applicable to the management grant
DISCUSSION
Section 106(b)(7) of the Job Training Partnership Act authorizes incentive funds for Service
Delivery Areas (SDAs) that exceed performance standards Incentive grant awards may be used
by the SDA for capacity building and technical assistance activities In the past, SDAs received
management development funds for technical assistance and training Because management
development funds are no longer available to SDAs, ~t ~s recommended that the incentive grant
funds awarded for performance in Program Year 1993 be used for capacity building

The Director of Fiscal Services certifies that funds required for these expenditures will be
