AN ORDINANCE APPROPRIATING 553,841 00 TO THE GENERAL FUND, AND DECREASING THE UNRESERVED, UNDESIGNATED GENERAL FUND BALANCE BY THE SAME AMOUNT FOR THE PURPOSE OF PROVIDING IMPROVEMENTS TO THE EMERGENCY OPERATIONS CENTER, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 , That in addition to those amounts allocated to the various City departments for the Fiscal Year 1994-95 and in the Budget of the City Manager, there shall also be increased appropriations in the General Fund, in the amount of 553,841 00, thereby decreasing the unrestricted, undesignated Fund Balance by the same amount, for the purpose of providing improvements to the Emergency Operations Center SECTION 2 Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect SECTION 3 That this ordinance shall be cumulative of Ordinance No 11645 and all other ordinances and appropriations amending the same except. in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed SECTION 4 This ordinance shall take effect and be in full force and effect and after the date of -its passage, and it is so ordained D LEGALITY Effective Date / I ~ -~ ~--~ Adopted City of Fort Worth, Texas Mayor and Council Communication 08/29/95 G112O8 13EMER 1 of 2 SUBJECT SUPPLEMENTAL APPROPRIATION FOR IMPROVEMENTS TO THE EMERGENCY OPERATIONS CENTER RECOMMENDATION It is recommended that the City Council 1 Adopt the attached supplemental appropriations ordinance increasing General Fund appropriations by $53,841 00 and decreasing the unreserved, undesignated General Fund balance by the same amount, and 2 Authorize the expenditure of $53,841 00 for improvements to the Emergency Operations Center DISCUSSION The Emergency Operations Center (EOC-, located in the tunnel under 10th Street, provides centralized coordination of the City's response to severe weather and other disasters that affect a large portion of Fort Worth During the May 5, 1995 hail storm, several problems were experienced that indicated the Emergency Operations Center could not function effectively as the central coordinating site during a disaster of that magnitude The telephone system was overloaded to the extent that the EOC staff could not call out There was no ability to electronically display maps and other information related to the areas of damage and status of the disaster in a way that ail persons staffing the EOC could see the information at one time, a necessity when multiple department representatives are trying to coordinate a disaster response Also, extensive damage to several microwave sites and the loss of power at one site during the storm has led to concerns about the lack of a backup system for the single pager transmitter, located on top of the building at 800 Cherry Street The 'improvements to the EOC include replacement of the existing telephone system, computer upgrades and the addition of a computerized projection system (estimated costs telephone system - $6,000, computer upgrades - $10,000, projection system - $15,000) A second pager transmitter will also be added to give the City's digital pager system a backup in case the primary transmitter is put out of service (estimated cost $19,841) Finally, minor improvements to the physical layout of the EOC will be done (estimated cost 53,000) City of Fort Worth Texas Mayor and Council Communication DATE 08/29/95 REFERENCE NUMBER G-11208 LOG NAME 13EMER PAGE 2 of 2 sUBSECT SUPPLEMENTAL APPROPRIATION FOR IMPROVEMENTS TO THE EMERGENCY OPERATIONS CENTER FISCAL INFORMATION/CERTIFICATION The Director of Fiscal Services certifies that upon the adoption of the attached supplemental appropriations ordinance, funds required for this expenditure will be available in the current operating budget of the General Fund After this action, the undesignated, unreserved fund balance of the General Fund will be 528,317,223 CB a Submitted for City Manager's FUND ACCOUNT CENTER AMOUNT CITY SECRETARY Office by: (to) (2) GGOI Various 0361010 $53,841 00 ED Charles Boswell 8500 APPROV nn'' 11n~(~ Originating Department Head: Cjl i ~ ~j~JU f Y V ~~ Jim Keyes 8517 (from) 1h~C] ~~ 1995 (2) GGO1 Various 0361010 $53,841 00 n For Additional Information I ,C ~.~t/ Of tha tat Contact: y City Sect® City of fort WOrM,1'~xa>t Jim Keyes 8517 Adopted Ordinance ~oJ~~~
