AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE WATER CAPITAL PROJECTS FUND IN THE
AMOUNT OF $13,336.00 AND THE SEWER CAPITAL PROJECTS FUND IN
THE AMOUNT OF $3,427.00 FOR THE PURPOSE OF FUNDING AN
ENGINEERING SERVICES AGREEMENT WITH BARYON - ASCHMAN
ASSOCIATES, INC , CONSULTING ENGINEERS FOR STREET
RECONSTRUCTION AND WATER AND SEWER REPLACEMENT ON
NICHOLS STREET, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING
THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND
REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year
1994-95 and in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the Water Capital Projects Fund in the amount of $13,336.00 and the Sewer Capital Projects
Fund in the amount of $3,427.00 for the purpose of funding an engineering services agreement with Barton -
Aschman Associates, Inc., Consulting Engineers for street reconstruction and water and sewer replacement on
Nichols Street.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any
reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the
remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and
remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 11645 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict with
such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances
and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so
ordained.

RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to transfer 516,763 00 from Water and Sewer Operating Fund
to the Water Capital Projects Fund in the amount of 513,336 00 and Sewer Capital
Projects Fund in the amount of 53,427 00, and
2 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Water Capital Projects Fund in the amount of 513,336 00 and the
Sewer Capital Projects Fund in the amount of 53,427 00 from increased revenue, and
3 Authorize the City Manager to execute an engineering services agreement with Barton-
Aschman, Inc , 2630 West Freeway Suite 132, Fort Worth, Texas, for a fee not to exceed
557,219 00 to prepare plans and specifications for the design of pavement, storm drain,
water and sanitary sewer facilities for N. Nichols Street (from 28th Street to 29th Street
and from 29th Street to Long Avenue)
DISCUSSION
The 1993 Capital Improvement Program included funds for the reconstruction of N Nichols
Street (from 28th Street to 29th Street and from 29th Street to Long Avenue) The existing
pavement is in poor condition The consultant proposes to prepare plans and specifications for
paving, drainage, water and sanitary sewer improvements utilizing the City's current design
standards and policy guidelines
The proposed improvement construction has been estimated at 5458,087 00 for paving and
drainage. and 5215,079 for water and sanitary sewer
Barton-Aschman Associates, Inc ,proposes to perform the design work for this project for a fee
not to exceed 557,219 00 based on reimbursable expenses and hourly rates
An additional S645 00 is required for engineering services coordination of water and sewer on
this project - -
Barton-Aschman Associates, Inc , is in compliance with the City's DBE policy by committing to

FISCAL/INFORMATION CERTIFICATION
The Director of Fiscal Services certifies that upon approval and completion of recommendation
1, and the adoption of the attached appropriations ordinance, funds required for the design phase
of the water and sewer facilities will be available in the current operating budget of the Water
and Sewer Capital Projects Funds and that funds required for the design phase for the street
reconstruction are available in the Street Improvements Fund
