AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE GRANTS FUND IN THE AMOUNT OF $1,940,807 00 FOR THE PURPOSE OF
IMPLEMENTING THE JTPA TITLE III DISLOCATED WORKER ADJUSTMENT ACT
PROGRAM; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for
the Fiscal Year 1994-95 and in the Budget of the City Manager, there shall also be
increased estimated receipts and appropriations in the Grants Fund in the amount
of $1,940,807 00 for the purpose of implementing the JTPA Title III Dislocated
Worker Adjustment Act Program
SECTION 2
Should any portion, section or part of a section of this ordinance be declared
invalid, inoperative or void for any reason by a court of competent jurisdiction,
such decision, opinion or judgement shall in no way impair the remaining portions,
sections, or parts of sections of this ordinance, which said remaining provisions
shall be and remain in full force and effect
SECTION 3
That this ordinance shall be cumulative of Ordinance No 11645 and all other
ordinances and appropriations amending the same except in those instances where
the provisions of this ordinance are in direct conflict with such other ordinances
and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed
SECTION 4
This ordinance shall take effect and be in full force and effect and after the
date of its passage, and it is so ordained

DISLOCATED WORKER PROGRAM
RECOMMENDATIONS
It is recommended that the City Council
1 Authorize the City Manager to enter into a contract with the Department of Commerce in
the amount of 51,940,807 00 for implementation of the JTPA Title III Dislocated Worker
Adjustment Act Program for the contract period July 1, 1995 through June 30, 1996, and
2 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Grants Fund by 51,940,807 00 from increased revenue, and
3 Authorize the City Manager to negotiate a contract with Texas Employment Commission
for an amount not to exceed 5230,000 00 to provide readjustment and retraining services
under this grant, and
4 Authorize the City Manager to negotiate a contract with Tarrant County Junior College for
an amount not to exceed 565,000 00 to provide readjustment services under the grant,
and
5 Apply indirect cost rate in accordance with the City's Administrative Regulation 3-15 (apply
the 1994 rate of 10 02%, which represents the most recently approved rate for the
Employment and Training Department), not to exceed 58,500 00, and
6 Authorize the Fiscal Services Department to establish a project number in the Grants Fund
DISCUSSION
On April 6, 1995 the Fort Worth Consortium, dba The Working Connection, will submit a
modified Title III program design and budget for Program Year 1995 to serve 535 participants
On April 8, 1994 a Title III two-year program design was submitted to the Texas Department of
Commerce This design was approved for implementation for the period July 1, 1994 through
June 30, 1996 The first year funding for the design covered the period July 1, 1994 through
June 30, 1995
During the second year of the program the Texas Employment Commission and Tarrant County
Junior College will continue to provide services as described below

DISLOCATED WORKER PROGRAM
Basic Readiustment Services.
Basic Readjustment Services include those costs associated with outreach and recruitment,
participant orientation, intake and eligibility determination, assessment, job search
assistance activities, initial and ongoing counseling, and referral to other appropriate
activities Job search activities include
a Job Search Seminar.
This activity will be subsumed under the Career Transition Workshop The
activity is designed to equip participants with the skills necessary to find and secure
employment Four structured training phases will include information on transition
skills, coping skills, employment seeking skills, and labor market information.
b Job Club.
Job Club will be an ongoing open-ended activity conducted bi-weekly for a total
of four hours per week or as needed At the beginning of each month, a series of
eight structured Job Club activities will be scheduled Job Club activities will be two
hours in length A variety of recruitment methods will be utilized to market and solicit
client participation in Job Club activities The designated group monitor will oversee
all job clubs and assure that all members are included
c Resource Center
The "self-help" Resource Center will contain extensive job bank listings, current
major newspapers, access to duplicating equipment, typewriters, and fax machine
A phone bank will provide nation-wide access to employers, as well as a location for
incoming messages from potential employers to participants A mailing service will
be provided for resumes, letters of introduction, and other job search correspondence
Job Developers will also be on hand to assist in the job search efforts

2 Retraining Services.
Retraining services include those costs associated with the provision of occupational
and/or educational classroom training, and include the following

DISLOCATED WORKER PROGRAM
a On-the-Job Training.
The OJT Program, through individual written agreements, will provide for
reimbursement to an employer for up to 50% of entry level wages of a participant
involved in training for r- specific occupation
Number of participants to be served 21
b Vocational/Occuoation3l Skills Training.
The purpose of this activity is to have course curriculums in a variety of local
labor market demand occupations
Training may be procured through a Request for Proposal process or purchased
on a buy-in basis
Number of participants to be served 131
c Basic Skills or English as a Second Language.
This type of training will be provided through referrals to other agencies or
institutions

3 SUDpOrt Services
Support services, including (but not necessarily limited to) child care, transportation,
financial and personal counseling, temporary food and shelter, medical, clothing needs and
relocation assistance will be provided in cases where such support is determined necessary
for a participant to continue in the program or to secure employment
4 Needs-Related Payments.
Needs-related payments will be provided to participants who do not qualify or have
ceased to qualify for unemployment compensation or extended unemployment
compensation, and who are in need of support for continued participation in retraining
and/or education services
