AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE GRANTS FUND IN THE .AMOUNT OF $300,000 00 FOR THE PURPOSE OF
ACCEPTING A GRANT FROM THE TEXAS DEPARTMENT OF HUMAN SERVICES FOR THE
TITLE IV-A AT-RISK CHILD CARE PROGRAM; PROVIDING FOR A SEVERABILITY
CLAUSE; MAKING THIS- ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND
REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for
the Fiscal Year 1994-95 and in the Budget of the City Manager, there shall also be
increased estimated receipts and appropriations in the Grants Fund in the amount
of $300,000 00 for the purpose of accepting a grant from the Texas Department of
Human Services for the Title IV-A At-Risk Child Care Program
SECTION 2
Should any portion, section or part of a section of this ordinance be declared
invalid, inoperative or void for any reason by a court of competent jurisdiction,
such decision, opinion or judgement shall in no way impair the remaining portions,
sections, or parts of sections of this ordinance, which said remaining provisions
shall be and remain in full force and effect
SECTION 3
That this ordinance shall be cumulative of Ordinance No 11645 and all other
ordinances and appropriations amending the same except in those instances where
the provisions of this ordinance are in direct conflict with such other ordinances
and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed
SECTION 9
This ordinance shall take effect and be in full force and effect and after the
date of its passage, and it is so ordained

SUBJECT GRANT APPLICATION TO THE TEXAS DEPARTMENT OF HUMAN SERVICES FOR
TITLE IV-A AT-RISK CHILD CARE PROGRAM
RECOMMENDATION
It is recommended that the City Council authorize the City Manager to
1 Submit a grant application to the Texas Department of Human Services for the Title IV-A
At-Risk Child Care Program in the amount vp to 5300,000 The amount requested is
determined by formula based on Community Development Block Grant (CDBG) funds spent
on child care during the period beginning October 1, 1994 and ending August 31, 1995,
and
2 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Grants Fund by up to 5300,000 from increased revenue, and
3 Authorize the Accounting Division of the Fiscal Services Department, subject to Texas
Department of Human Services approval and the City Manager's acceptance of the grant,
to establish the Title IV-A At-Risk Child Care project accounts in the City of Fort Worth's
Financial accounting system
DISCUSSION
According to Title IV-A of the Social Security Act, the City of Fort Worth can certify that local
matching funds are being spent on child care for "At-Risk" families This certification allow the
City to draw down a 63% federal match from the Texas Department of Human Services and
serve additional children ages 0-12 in the community At-Risk families are defined as those who
are at 150% of the federal poverty income limit or below, who are not receiving Aid to Families
with Dependent Children or other forms of welfare benefits and who have one working parent
in the home (if two are present, the other parent must be working or in school or training)
Community Development Block Grant (CDBG) funds are allowable as the local match Based on
the amount of CDBG funds it has expended for child care for At-Risk families between October
1, 1994 and August 31, 1995., the City can apply for approximately 5300,000 in additional
funds for child care programs It is estimated that up to 200 children will benefit from this grant
