AN ORDINANCE AMENDING SECTIONS 35-56(b), 35-56(g), and 35-56(h) OF CHAPTER
35 OF THE CODE OF THE CITY OF FORT WORTH (1986), AS AMENDED, BY
REVISING AND ADDING CERTAIN RATES AND CHARGES, MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES, REPEALING ALL ORDINANCES
AND PROVISIONS OF THE FORT WORTH CITY CODE IN CONFLICT HEREWITH,
PROVIDING A SEVERABILITY CLAUSE, AND PROVIDING AN EFFECTIVE DATE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH
SECTION 1.
That Section 35-56(b) of Chapter 35 of the Code of the City of Fort Worth (1986), as
amended, is hereby amended to be and read as follows
"RAW WATER SERVICE"
All use per month $0 6031 per 1,000 gallons inside Tarrant
County Water Control and Improvement
District No 1
All use per month $0 6810 per 1,000 gallons outside Tarrant
County Water Control and Improvement
District No 1
SECTION 2.
That Section 35-56(g) of Chapter 35 of the Code of the City of Fort Worth (1986), as amended,
is hereby amended to be and read as follows
"RATE FOR WHOLESALE WATER SERVICE"

SECTION 3.
That Section 35-56(h) of Chapter 35 of the Code of the City of Fort Worth (1986) as amended,
is hereby amended to be and read as follows
"RATE FOR WHOLESALE WASTEWATER SERVICE"

SECTION 4.
This ordinance shall be cumulative of all provisions of ordinances and of the Code of the
City of Fort Worth, Texas (1986), as amended, except where the provisions of this ordinance
are in direct conflict with the provisions of such ordinances and such Code, in which event
conflicting provisions of such ordinances and such Code are hereby repealed
SECTION 5.
It is hereby declared to be the intention of the City Council that the sections, paragraphs,
sentences, clauses and phrases of this ordinance are severable, and, if any phrase, clause,
sentence, paragraph or section of this ordinance shall be declared unconstitutional by the valid
judgment or decree of any court of competent jurisdiction, such unconstitutionality shall not
affect any of the remaining phrases, clauses, sentences, paragraphs and sections of this
ordinance, since the same would have been enacted by the City Council without the
incorporation in this ordinance of any such unconstitutional phrase, clause, sentence, paragraph
or section.
SECTION 6.
This ordinance shall take effect and be in full force and effect for usage from and after
October 1, 1995, and it is so ordained

SUBJECT ORDINANCE APPROVING PROPOSED WHOLESALE WATER AND WASTEWATER
RATE INCREASES
RECOMMENDATION
It is recommended that the City Council approve the attached ordinance which revises wholesale
water and wastewater rates and rates for raw water service and provides that the new rates will
be effective for flows occurring on or after October 1, 1995
DISCUSSION
Each year wholesale water and wastewater rate studies are prepared in accordance with the
terms of the uniform wholesale customer contracts
For FY 1996 rates, the wholesale wastewater rate study was conducted by Ernst & Young, LLP,
while the wholesale water study was completed by staff The studies indicated that the rate
structures below will recover the costs of providing wholesale service
A joint meeting of the Wholesale Water Advisory Committee and the Wholesale Wastewater
Advisory Committee was held July 20, 1995, to present the studies and the rate requirements

RATE INCREASES
Raw Water Rates
The cost of untreated water supplied by Tarrant County Water Control and Improvement District
No 1 is SO 55759 for use inside the district and SO 62959 outside the district Adjusted for
street rental and system loss, the raw water charge to customers is SO 6031 inside the district
and SO 6810 outside the district and is a direct "pass through" to the wholesale water
customers
FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that the adoption of this rate schedule wilt require no
expenditure of City funds The Customer Service Division of the Water Department is
responsible for collection of funds due to the City by adoption of this ordinance
