AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE WATER CAPITAL PROJECTS FUND IN THE
AMOUNT OF $14,657.00 AND THE SEWER CAPITAL PROJECTS FUND IN
THE AMOUNT OF $16,234.00 FROM INCREASED REVENUE FOR THE
PURPOSE OF FUNDING THE PREPARATION OF PLANS AND
SPECIFICATIONS FOR STREET RECONSTRUCTION, WATER, SANITARY
SEWER AND STORM DRAIN IMPROVEMENTS IN CAMPBELL STREET
(BETTY TO FITZHUGH) AND THANNISCH DRIVE (VAUGHN TO
CAMPBELL), PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING
ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING
AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1995/96 and in
the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Water Capital Projects Fund in the amount of $14,657.00 and the Sewer Capital Projects Fund in the amount of
$16,234.00 from increased revenue for the purpose of funding the preparation of plans and specifications for
street, storm drain, water and sanitary sewer replacements in Campbell Street (Berry to Fitzhugh) and
Thannisch Street (Vaughn to Campbell)
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any
reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the
remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and
remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 12074 and gall other ordinances and .appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict with
such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances
and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so
ordained.

SUBJECT ADOPTION OF SUPPLEMENTAL APPROPRIATIONS ORDINANCE AND AWARD OF
ENGINEERING AGREEMENT TO HNTB CORPORATION, FOR STREET
RECONSTRUCTION, WATER, SANITARY SEWER AND STORM DRAIN
IMPROVEMENTS IN CAMPBELL STREET FROM BERRY TO FITZHUGH, AND
THANNISCH DRIVE FROM VAUGHN TO CAMPBELL
RECOMMENDATION.
It is recommended that the City Council
1 Authorize the City Manager to transfer 530,891 00 from Water and Sewer
Operating Fund to the Water Capital Projects Fund in the amount of 514,657 00 and
Sewer Capital Projects Fund in the amount of 516,234 00, and
2 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Water Capital Projects Fund in the amount of 514,657 00 and
in the Sewer Capital Projects Fund in the amount of 516,234 00 from increased
revenue, and
3 Authorize the City Manager to execute an engineering agreement with HNTB
Corporation, for a fee not to exceed 567,200 00 to prepare plans and specifications
for street, storm drain, water and sanitary sewer replacements in Campbell Street
from Berry to Fitzhugh and Thannisch Street from Vaughn to Campbell
DISCUSSION.
The 1993 Capital Improvement Program included funds for the reconstruction of Campbell
Street from Berry to Fitzhugh and Thannisch Street from Vaughn to Campbell The
existing pavement is substandard and requires high maintenance The existing drainage
facilities are inadequate and the Water Department has determined that water and sanitary
sewer lines in these streets are in need of replacement prior to street reconstruction
HNTB proposes to perform the design work for this project for a fee not to exceed
567,200 00 based on established hourly rates Staff considers this fee to be reasonable
for the scope of services proposed `
HNTB is in compliance with the City's DBE Policy by committing to 15% DBE
participation Negotiation of this agreement began prior to June 1, 1995

In addition to the contract amount, S 1,188 00 is required by the Department of
Engineering for water and sanitary sewer plan and contract document review
FISCAL INFORMATION/CERTIFICATION.
The Director of Fiscal Services certifies that upon approval and completion of
recommendation 1 and the adoption of the attached appropriations ordinance, funds will
be available in the current operating budgets, as appropriated, of the Water and Sewer
Capital Projects Funds and the Street Improvement Fund
