AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF 3300,000.00
UPON RECEIPT OF A GRANT FROM FRONTIER ASSOCIATES, LLC,
ADMINISTRATOR FOR ONGOR ELEGTRIC DELIVERY COMPANY, LLC, FOR
THE PURPOSE OF FUNDING THE TARGETED WEATHERIZATION LOW-
INCOME PROGRAM; PROVIDING FOR A SEVERABILITY CLAUSE: MAKING
THiS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments far Fiscal Year 2008-
2009 in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the Grants Fund in the amount of $300,004.00 upon receipt of a grant from
Frontier Associates, LLC, Administrator for Oncor Electric Delivery Gompany, LLG, for the purpose
of funding the Targeted Weaiherization Low-Income Program.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative ar void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in na way impair the remaining portions, sections, or parts of sections of this
ordinance, which said reraining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 18283 and ail other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations. in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take e;ect upon adoption.

RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to apply for and accept, if awarded, a grant up to $300,000.00 from Frontier
Associates, LLG, Administrator for Oncor Electric Delivery Company, LLG, for a Targeted Weatherization
Low-Income Program for the Year 2009;
2. Authorize the Gity Manager to execute, amend, extend or renew necessary contracts in accordance
with Gity of Fort Worth policies and regulations upon mutual agreement with Frontier Associates, LLG,
acting on behalf of Oncor Electric Delivery Company, LLG; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $300,000.00 subject to receipt of the grant.
DISCUSSION:
________
Oncor Electric Delivery Gornpany, LLG, {Oncor) has developed a Targeted Weatherization Low-Income
Program {Program) which provides assistance to its low-income customers for energy efficiency
measures. Frontier Associates, LLG, has been engaged by Oncar to assist with delivery of energy
efficiency services and to administer the Program on its behalf. The primary objective of the Program is to
achieve a cost effective reduction of energy use in the homes of eligible families. To qualify, the family's
income must be less than 125 percent of the Federal poverty level and they must be connected to Oncor's
electric system. Services include attic insulation, weather-stripping, t;aulking, window and door repairs
andlor replacement, compact fluorescent lighting, installation of water saver devices and Energy Star air
conditioners and rerrigerators. Oncor has decided to distribute these funds both through Texas

the Weathorization Assistance Program {V?,'AP funded by the Department of Energy fDOEj and the Low-
Incomo Home Energy Assistance Program {LIHEAP} through the the Texas Department of Housing and
Community Affairs (TONGA} on a grant basis. Current year's target under this City Program is 125 homes,.
