HomeMy WebLinkAboutOrdinance 11917Ordinance No 1 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $31,602 00 FOR THE PURPOSE OF FUNDING THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS HOMELESS PROGRAMS FOR FISCAL YEAR 1995, EMERGENCY COMMUNITY SERVICES PROGRAM; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1994-95 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $31,602 00 for the purpose of funding the Texas Department of Housing and Community Affairs homeless programs for fiscal year 1995, emergency icommunity services program SECTION 2 Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect SECTION 3 That this ordinance shall be cumulative of Ordinance No 1164.5 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed SECTION 4 This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained APP VED AS TO FORM AND LEGALITY ~SSf City Attorney 3- 3v- ~.~ Date ~ l- ~~s Adopted ~ l~ l/-~~ Effective City of Fort Worth, Texas Mayor and Council Communication DATE REFERENCE NUMBER LOG NAME PAGE 04/1 1 /95 C-14765 80HOME 1 of 2 SUBJECT GRANT CONTRACT WITH TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS FOR HOMELESS PROGRAMS FUNDS -FISCAL YEAR 1995, EMERGENCY COMMUNITY SERVICES PROGRAM RECOMMENDATION It is recommended that the City Council authorize the City Manager to 1 Submit the 1995 Emergency Community Services for the Homeless Program application to the Texas Department of Housing and Community Affairs, and 2 Execute a contract with the Texas Department of Housing and Community Affairs for the Fiscal Year 1995 funding in the amount of 531,602 for the period of April 1, 1995 to March 31, 1996, and 3 Adopt the attached appropriations ordinance increasing estimated receipts and appropriations in the Grants Fund by 531,602 00 from increased revenue, and 4 Authorize the Accounting Division of the Fiscal Services Department, subject to funding approval and the City Manager's acceptance of the grant, to establish the grant project account in the City of Fort Worth's financial accounting system upon receipt of an executed contract DISCUSSION The Emergency Community Services for the Homeless Program is authorized through the Stewart B McKinney Homeless Assistance Act For Fiscal Year 1995, the City of Fort Worth will receive an allocation of 531,602 The funds will be administered by the Parks and Community Services Department and used as follows 1 Homeless Prevention 57,900 Funds will be used for mortgage, rental and utility payments for families facing foreclosure, eviction or termination of utilities, and 2 Direct services for homeless clients 523,702 A) Gas Vouchers, Bus Tokens B) First Month's Rent and Security Deposit C) Food Vouchers L~ Printed on recycled paper City of Fort Worth, Texas Mayor and Council Ca-~rtmunication DATE 04/11 /95 REFERENCE NUMBER C-14765 LOG NAME 80HOME PAGE 2 of 2 svsJECT GRANT CONTRACT WITH TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS FOR HOMELESS PROGRAMS FUNDS -FISCAL YEAR 1995,.
