AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE GRANTS FUND IN THE AMOUNT OF $414,554 000 FOR THE PURPOSE OF
FUNDING THE YOUTH CRIME COMMISSION THROUGH A GRANT FROM THE DEPARTMENT
OF JUSTICE; 'PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments
for the Fiscal Year 1995-96 and in the Budget of the City Manager, there
shall also be increased estimated receipts and appropriations in the Grants
Fund in the amount of $414,554 00 for the purpose of funding the Youth Crime
Commission through a grant from the Department of Justice
SECTION 2
Should any portion, section or part of a section of this ordinance be declared
invalid, inoperative or void for any reason by a court of competent jurisdiction,
such decision, opinion or judgement shall in no way impair the remaining portions,
sections, or parts of sections of this ordinance, which said remaining provisions
shall be and remain in full force and effect
SECTION 3
That this ordinance shall be cumulative of Ordinance No 12074 and all other
ordinances and appropriations amending the same except in those instances where
the provisions of this ordinance are in direct conflict with such other ordinances
and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed
SECTION 4
This ordinance shall take effect and be in full force and effect and after the
date of its passage, and it is so ordained

SIIBJSCT ADOPTION OF APPROPRIATIONS ORDINANCE AND YOUTH CRIME COMMISSION
GRANT
RECOMMENDATION
It is recommended that the City Council authorize the City Manager
1 To accept a grant award from the Department of Justice not to exceed 5414,554 for the
second year National Service grant to continue a Youth Crime Commission to be operated
by the Citizens Crime Commission of Tarrant County for the period October 1, 1995
through September 30, 1996, and
2 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Grants Fund by 5414,554 from increased revenues, and
3 Approve a contract with the Citizens Crime Commission of Tarrant County to operate the
Youth Crime Commission, utilizing funds from the National Service grant and The
Comprehensive Communities Program !CCP) grant, to operate a community mobilization
project under the CCP grant, and to continue to provide grant support for the Weed & Seed
grant
DISCUSSION
Last year funding was received through the Department of Justice to operate a Youth Crime
Commission The source of the funds is the Americorps program The first year program
employed 30 persons between 17 and 24 years of age from the original Weed & Seed target
area These young people were provided a stipend of 5150 per week, had health insurance
provided directly by the federal government, and received a $4,750 scholarship upon completion
of 1700 hours in the program Participants received training in conflict resolution, violence
reduction techniques, and dispute resolution and taught these to elementary and middle school
students They also received crime prevention training and worked with grassroots organizations
in the Weed & Seed target area Only six cities received funding through the Justice Department
initiative
Funds for the second year of the program in the amount of 5414,554 will continue to be
received from the Department of Justice, through the National Service grant Up to 35 persons
will participate in the program Also, 560,000 from the Comprehensive Communities Program
(CCP) grant (approved on MSC #G-10908) will be utilized for this program The Citizens Crime
Commission of Tarrant County shall be responsible for collection and administration of required
matching funds in the amount of 543,378
The Citizens Crime Commission has been a co-grantee of the Weed & Seed grant since its
inception and also was a key, partner in developing the Comprehensive Communities Program
(CCP) grant During the final phase of the Weed & Seed grant (M&C #C-14793), the Crime
Commission will receive 518,369 to continue to provide assistance in the preparation of a
newsletter and to provide seeding coordination

GRANT
Under the CCP program (M&C #G-10908), the Citizens Crime Commission will receive $162,264
to operate a new and innovative leadership training project as part of the community mobilization
component--Community Leadership Deve/opment and Operation Get /nvo/ved! Funds will be
expended under the purview of the Officer-in-Charge of each of the three CCP districts and in
accordance with the wishes of the Citizens Advisory Committees of each district
1 Community Leadership Deve/opment will be initiated at the grass roots level, using the
advisory committees of each CCP district as the initial class The plan will offer the target
group opportunities to learn to function more effectively as an advisory group, it will also
offer individuals skill development so that they may become more involved in community
decision-making groups both in their own neighborhoods and in the greater community
2 Operation Get /nvo/ved! was first developed in the Weed and Seed target area by
Neighborhood Patrol Officer Lisa Chick and is a step toward the goal to reclaim the
community An Operation Get/nvo/ved! packet will be created for distribution to residents
of each CCP district which will include the City of Fort Worth telephone directory, providing
a resource for achieving action, a means to solving problems, and an aid in coordination
and management The packet will also include a map of the Police Reporting Areas and
important numbers in the Police Department, as well as a directory of social and human
resource services within a given area
FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that upon approval and completion of recommendation
#1 and adoption of the attached appropriations ordinance, funds required for this contract will
be available in the operating budget of the Grants Fund
