" ORDINANCE NO
AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE WATER CAPITAL PROJECTS FUND IN THE
AMOUNT OF $17,226.00 AND IN THE SEWER CAPITAL PROJECTS FUND
IN THE AMOUNT OF $15,941.00 FOR THE PURPOSE OF FUNDING AN
ENGINEERING AGREEMENT WITH BAIRD, HAMPTON & BROWN, INC.,
FOR STREET RECONSTRUCTION, WATER, SANITARY SEWER AND
STORM DRAIN REPLACEMENTS IN PECOS STREET, PROVIDING FOR A
SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN
CONFLICT HEREWITH, AND PROVIDING AN .EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year
1994-95 and in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the Water Capital Projects Fund in the amount of $17,226.00 and in the Sewer Capital
Projects Fund in the amount of $15,941.00 for the purpose of funding an engineering agreement with Baird,
Hampton & Brown, Inc., for street reconstruction, water, sanitary sewer and storm drain replacements in Pecos
Street.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any
reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the
remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and
remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 11645 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict with
such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances
and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so
ordained.

RECOMMENDATION.
It is recommended that the City Council
1 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Water Capital Projects Fund in the amount of 517,226 00 and the
Sewer Capital Projects Fund in the amount of 515,941 00 from increased revenue, and
2 Authorize the City Manager to transfer 533,167 00 from Water and Sewer Operating Fund
to the Water Capital Projects Fund in the amount of 517,226 00 and Sewer Capital
Projects Fund in the amount of 515,941 00, and
3 Authorize the City Manager to execute an engineering agreement with Baird, Hampton &
Brown, Inc , 810 Houston St Suite 300, Fort Worth, Texas 76102, for a fee not to exceed
576,801 00 to prepare plans and specifications for street, storm drain, water and sanitary
sewer replacements in Pecos Street from Wichita Street to Old Mansfield Highway
DISCUSSION.
The 1993 Capital Improvement Program included funds for the reconstruction of Pecos Street
from V~lichita Street to Old Mansfield Highway The existing hot mix asphaltic pavement is
substandard and requires high maintenance The existing drainage facilities are inadequate and
the Water Department has determined that water and sanitary sewer lines in this street are in
need of replacement prior to street reconstruction
Baird Hampton & Brown, Inc proposes to perform the design work for this project for a fee not
to exceed 576,801 00 based on established hourly rates Staff considers this fee to be
reasonable for the scope of services proposed
Baird, Hampton & Brown, Inc is in compliance with the City's DBE Policy by obtaining 15% DBE
participation
This project is located in DISTRICT 8 (Mapsco Pages 92E & 92F)
In addition to the contract amount, 51,276 00 is required by the Department of Engineering for
water and sanitary sewer plan and contract document review

FISCAL INFORMATION/CERTIFICATION.
The Director of Fiscal Services certifies that upon approval and completion of recommendation
1, and the adoption of the attached appropriations ordinance, funds required for the design phase
of the water and sewer facilities will be available in the current operating budget of the Water
and Sewer Capital Projects Funds and that funds required for the design phase for the street
reconstruction are available in the Street Improvements Fund
