AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE SEWER CAPITAL PROJECTS FUND IN THE AMOUNT OF $668 00 FOR THE
PURPOSE OF FUNDING AN ENGINEERING AGREEMENT WITH HUITT-ZOLLARS, INC ,
FOR STREET RECONSTRUCTION AND WATER AND SANITARY SEWER REPLACEMENTS ON
ASHLAND AVENUE AND CALMONT AVENUE; PROVIDING FOR A SEVERABILITY
CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND
REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for
the Fiscal Year 1995-96 and in the Budget of the City Manager, there shall also be
increased estimated receipts and appropriations in the Sewer Capital Projects Fund
in the amount of $668 00 for the purpose of funding an engineering agreement with
Huitt-Zollars, Inc for street reconstruction and water and sanitary sewer
replacement on Ashland Avenue and Calmont Avenue
SECTION 2
Should any portion, section or part of a section of this ordinance be declared
invalid, inoperative or void for any reason by a court of competent jurisdiction,
such decision, opinion or judgement shall in no way impair the remaining portions,
sections, or parts of sections of this ordinance, which said remaining provisions
shall be and remain in full force and effect
SECTION 3
That this ordinance shall be cumulative of Ordinance No 12074 and all other
ordinances and appropriations amending the same except in those instances where
the provisions of this ordinance are in direct conflict with such other ordinances
and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed
SECTION 4
This ordinance shall take effect and be in full force and effect and after the
date of its passage, and it is so ordained

SUBJECT ADOPTION OF SUPPLEMENTAL APPROPRIATIONS ORDINANCE AND AWARD OF
ENGINEERING AGREEMENT WITH HUITT-ZOLLARS, INC ,FOR STREET

ASHLAND AVENUE (I H 30 TO EL CAMPO) AND CALMONT AVENUE (THOMAS
PLACE TO HULEN)
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to transfer $12,190 00 from Water and Sewer
Operating Fund to the Water Capital Projects Fund in the amount of 51 1,522 00 and
Sewer Capital Projects Fund in the amount of 5668 00, and
2 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Water Capital Projects Fund in the amount of 51 1,522 00 and
the Sewer Capital Projects Fund in the amount of 5668 00 from increased revenue,
and
3 Authorize the City Manager to execute an engineering agreement with Huitt-Zollars,
Inc , for a fee not to exceed 546,150 00 to prepare plans and specifications for
street, water and sanitary sewer improvements on Ashland Avenue 11 H 30 to EI
Campo) and Calmont Avenue (Thomas Place to Hulen)
DISCUSSION
The 1993 Capital Improvement Program included funds for the reconstruction of Ashland
Avenue (I H 30 to EI Campo) and Calmont Avenue (Thomas Place to Hulen} The existing
pavement is substandard and requires high maintenance In addition, the existing drainage
facilities are inadequate The Water Department has determined that the water and
sanitary sewer lines in both streets are seriously deteriorated and should be replaced prior
to street reconstruction
Huitt-Zollars, Inc ,located at 512 Main Street, Suite 1500, Fort Worth, Texas 76102,
proposes to perform the design work for this project for a fee not to exceed 546,150 00
based on established hourly rates Staff considers this fee to be fair and reasonable for
the scope of services proposed
Huitt-Zollars, Inc , is in compliance with the City's DBE Policy by achieving 24 58% DBE
participation Negotiation of this agreement took place before June 1, 1995

This project is located in DISTRICT 7, Mapsco 75L
In addition to the contract amount, S 1,100 00 is required for water and sanitary sewer
plan review by the Department of Engineering
FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that upon approval and completion of _
recommendation 1 and the adoption of the attached appropriations ordinance, funds will
be available in the current operating budgets, as appropriated, of the Water and Sewer
Capital Projects Funds and the Street Improvements Fund
