AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE GRANTS FUND IN THE AMOUNT OF $6,400.00 FOR THE PURPOSE OF FUNDING
R PROFESSIONAL SERVICES CONTRACT WITH JOHN CHAMBERLIN; PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH;
AND PROVIDING AN EFFECTIVE DATE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for
the Fiscal Year 1995-96 and in the Budget of the City Manager, there shall also be
increased estimated receipts and appropriations in the Grants Fund in the amount
of $6,400 00 for the purpose of funding a Professional Services Contract with John
Chamberlin
SECTION 2
Should any portion, section or part of a section of this ordinance be declared
invalid, inoperative or void for any reason by a court of competent jurisdiction,
such decision, opinion or judgement shall in no way impair the remaining portions,
sections, or parts of sections of this ordinance, which said remaining provisions
shall be and remain in full force and effect
SECTION 3
That this ordinance shall be cumulative of Ordinance No 12074 and all other
ordinances and appropriations amending the same except in those instances where
the provisions of this ordinance are in direct conflict with such other ordinances
and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed
SECTION 4
This ordinance shall take effect and be in full force and effect and after the
date of its passage, and it is so ordained

SUBJECT PROFESSIONAL SERVICES CONTRACT WITH JOHN CHAMBERLIN
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to enter into a Personal Services contract with John Chamberlin
of Chamberlin & Later Attorneys at Law, to provide professional consulting services related
to the creation of a Workforce Development Board for Fort Worth/Tarrant County in an
amount not to exceed 511,800 00, and
2 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Grants Fund by 56,400 00 from increased revenue
DISCUSSION
Texas Senate Bill 642 as amended by the New House Bill 1863 during the last state legislative
session calls for an integrated workforce development system for Texas Once local workforce
development areas are designated, Local Workforce Development Boards (LWDB) can be created
to (1) develop plans, (21 oversee the delivery of all workforce training and services programs, and
(3) evaluate all workforce development programs in the designated area
Pursuant to the prescribed Public Hearing which was held on November 29, 1995, whose
purpose was to solicit input from those groups that would be affected by the creation of the
board, Mayor Kay Granger of Fort Worth, Tarrant County Judge Tom Vandergriff, and Mayor
Richard Greene of Arlington are working to form a Workforce Development Board in Tarrant
County These elected officials are in the process of naming a Workforce Development
Transition Team for Tarrant County Individuals from companies and public agencies from the
three participating areas will be members of~the Transition Team, whose composition will also
mirror the required make-up of the Local Workforce Development Board
The three chief executive officers have agreed to retain John Chamberlin as the consultant to
assist the transition and assist local staff in their efforts to develop an application to seek board
certification _
PROPOSED STATEMENT OF WORK
The proposed Statement of Work includes the following elements
1 Review current service delivery system in Fort Worth and Tarrant County against objectives
in recent State of Texas to include Senate Bill 642, House Bill 1863, and federal workforce
development legislation
2 Prepare a report summarizing the strengths and weaknesses of the above programs as
measured against new legislative initiatives requiring "One Stop Shopping" customer
satisfaction, universal access and performance objectives Review present delivery
systems and recommend strategies to design a comprehensive system to meet the
requirements of the State of Texas model fora "One-Stop-System"

3 Make recommendations on the make up, tenure, nomination process and job description
for the new Workforce Development Board Identify key issues to be decided by local
elected officials and the new Board over the next year including brief list of options, time
lines and recommendations On-line a suggested decision making process
4 Draft Local Government Agreement
5 Draft Partnership Agreement between Elected Officials and LWBD (To select a grant
recipient ~ Administrative Entity )
6 With regards to the function and role of the board, draft a recommended staffing pattern
and related position descriptions
The Cities of Fort Worth and Arlington, and Tarrant County have all agreed to pay $1,000 each
from their general fund budgets The balance due of the 58,800 00 fee will be divided equally
between the Tarrant County Job Training and the Fort Worth Job Training Partnership Act
Programs
The City of Fort Worth will negotiate and enter into the contract and pay the total cost for all
fees initially Tlie City of Arlington and Tarrant County will reimburse the City of Fort Worth for
their share of the tote! cost
FISCAL iNFORMATlON/CERTIFICATION
~'he Director of Fiscal Services certifies that upon adoption of the attached appropriations
ordinance, funds will be available in the operating budgets, as appropriated, of the General Fund
and Grants Fund The Employment and Training Department wi11 be responsible for the collection
and deposit of funds due the City under this contract
