AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE GRANTS FUND IN THE AMOUNT OF $446,880 00 FOR THE PURPOSE OF
FUNDING AN AGREEMENT WITH THE TEXAS DEPARTMENT OF TRANSPORTATION FOR
FUNDING OF ALTERNATIVE FUELS PROGRAM; PROVIDING FOR A SEVERABILITY
CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND
REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for
the Fiscal Year 1995-96 and in the Budget of the City Manager, there shall also be
increased estimated receipts and appropriations in the Sewer Capital Projects Fund
in the amount of $446,880 00 for the purpose of funding an agreement with the
Texas Department of Transportation for funding of Alternative Fuels Program
SECTION 2
Should any portion, section or part of a section of this ordinance be declared
invalid, inoperative or void for any reason by a court of competent jurisdiction,
such decision, opinion or judgement shall in no way impair the remaining portions,
sections, or parts of sections of this ordinance, which said remaining provisions
shall be and remain in full force and effect
SECTION 3
That this ordinance shall be cumulative of Ordinance No 12074 and all other
ordinances and appropriations amending the same except in those instances where
the provisions of this ordinance are in direct conflict with such other ordinances
and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed
SECTION 4
This ordinance shall, take effect and be in full force and effect and after the
date of its passage, and it is so ordained

ALTERNATIVE FUELS PROGRAM
RECOMMENDATION.
It is recommended that the City Councii
1 Authorize the City Manager to execute an agreement with the Texas Department of
Transportation to receive reimbursement not to exceed 5446,880 for the conversion of 329
vehicles to use alternative fuels prior to December 31, 1996, and
2 Approve the transfer of $89,376 from various City departments for the City's 20% match,
and
3 Adopt the attached appropriations ordinance increasing the estimated receipts and
appropriations in the Grants Fund by 5446,880 from increased revenues
DISCUSSION.
On November 30, 1993 {I R 7775), the City Council was informed that Congestion Mitigation
and Air Quality {CMAQ) grants were available to cover 80% of the costs of purchasing and/or
converting public sector fleet vehicles to use alternative fuels and that a plan had been developed
and was being submitted to convert City vehicles over the next three years
On April 5, 1994 (I R 7818), the City Council was informed CMAQ funding in the amount of
$1,206,727 had been allocated for the City to use in the conversion of the fleet during the next
three years Beginning in 1994, 38 vehicles were converted (M&C C-14451), 455 vehicles were
converted in 1995 (M&C C-14739), and 329 vehicles are to be converted during 1996 Funds
for the City's 20% grant match have been included in this year's operating budget It is
estimated that the City's match in 1996 will be 589,376
The utilization of propane in the City's fleet will provide both environmental and economic
benefits Propane is an environmentally-friendly, efficient, and clean burning fuel Further,
propane powered vehicles can be used without restrictions on ozone alert days The use of the
converted vehicles will help reduce emissions and improve air quality It will also benefit the
Texas economy in that the state produces a significant portion of the country's propane supply
Increased utilization will result in growth for this industry
