HomeMy WebLinkAboutOrdinance 12122! `v Ordinance No AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $25,000 00 FOR THE PURPOSE OF FUNDING THE PURCHASE OF FLASHOVER CONTAINERS THROUGH A GRANT FROM THE TEXAS COMMISSION ON FIRE PROTECTION; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1994-95 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $25,000 00 for the purpose of funding the purchase of flashover containers through a grant from the Texas Commission on Fire Protection SECTION 2 Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect SECTION 3 That this ordinance shall be cumulative of Ordinance No 11645 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed SECTION 4 This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained APPROVED AS~_ O FORM AND LEGALITY ~ . /~'ity /A torney `""'~ ~.._.. ~~~1,~ Date ~' ~~ Adopted Effective City of Fort Worth Texas Mayor and Council Communication DATA RBFERBNCS NUMBER LOG NAME PAGE 09/05/95 **G11212 36SWEDE 1 of 2 svB~rcT APPLICATION FOR A GRANT FROM THE TEXAS COMMISSION ON FIRE PROTECTION RECOMMENDATION It is recommended that the City Council 1 Authorize the City Manager to apply for and accept, if awarded, a grant in the amount of 525,000 00 from the Texas Commission of Fire Protection, and 2 Adopt, contingent on receipt of funds, the attached appropriations ordinance increasing estimated receipts and appropriation in the Grants Fund 6y 525,000 00 from increased revenues DISCUSSION Because of modern construction techniques and materials as well as the proliferation of synthetic materials used in the manufacturing of furnishings, the fire service is now facing an increased incidence of the phenomenon known as flashover Flashover occurs when all of the contents within a room are heated to their ignition temperature until simultaneous and violent ignition occurs involving the entire room and all contents within The Fort Worth Fire Department has experienced an increasing number of such fires which have resulted in injured firefighters and severely damaged firefighting gear There is a device available on the market known as a flashover container that is manufactured by Swede Survival Systems of Encinitas, California, that will greatly enhance our firefighters' safety and survivability by teaching them to recognize and mitigate flashovers prior to them occurring, thus reducing injuries and their associated costs to the City The estimated cost of this project is 535,000 00 The grant application requests 525,000 00 from the Texas Commission on Fire Protection, and, if the full amount of the grant is awarded, would require a 510,000 00 supplement from the Fire Training Division's Texas State Technical College funds earmarked for training improvements and the Fire Department's General Fund operating budget City of Fort Worth Texas Mayor and Council Communication DATS 09/05/95 RSFSRSNCS NIIMSSR **G11212 LOG NAMS 36SWEDE PAGS 2 of 2 sl7s~scT APPLICATION FOR A GRANT FROM THE TEXAS COMMISSION ON FIRE PROTECTION FISCAL INFORMATION/CERTIFICATION The Director of Fiscal Services certifies that upon approval of the above recommendations and execution of appropriate agreements, funds will be available in the current operating budget, as appropriated, of the Grants Fund BT a Submitted for City Manager's FUND ACCOUNT CENTER AMOUNT CITY SECRETARY Office by: (to) (2) GR76 488915 036427325000 $25,000.00 APPROVED Bob Terrell 6143 (2) GR76 541320 036427325101 $25,000.00 CITY COUNCIL Originating Department Head: SEP 5 ~gg5 H.L.
