AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE SPECIAL TRUST FUND IN THE AMOUNT OF
$3,350.00 FROM INCREASED REVENUE FOR THE PURPOSE OF FUNDING
FOR PARTNERS FOR PROGRESS NEIGHBORHOOD CONFERENCE,
PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING
ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING
AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1995/96 and in
the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Special Trust Fund in the amount of $3,350.00 from increased revenue for the purpose of funding the Partners for
Progress N,ighborhood Conference.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any
reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the
remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and
remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 12074 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict with
such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances
and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so
ordained.

THE SPECIAL TRUST FUND FOR THE NEIGHBORHOODS FORT WORTH PARTNERS
FOR PROGRESS CONFERENCE
RECOMMENDATION.
It is recommended that the City Council
1 Accept the following donations in the Special Trust Fund for the Partners for Progress
neighborhood conference
a Fort Worth Star Telegram - $1,000 00
b Sundance Square - 750 00
c Area Agency on Aging - 500 00
d Phoenix Co - 500 00
e NationsBank - 500 00
f Fort Worth Chamber of Commerce - 100 00
Total $3,350 00
2 Adopt the attached appropriations ordinance increasing the estimated receipts and
appropriations by 53,350 in the Special Trust Fund from increased revenue
DISCUSSION.
The Neighborhoods Fort Worth Partners for Progress is a coalition of organizations dedicated to
providing skills training for neighborhood leaders and improving communication within
neighborhoods and among the partners neighborhoods, the City, the Fort Worth Independent
School District, the business community, and community service organizations To achieve these
goals, Neighborhoods Fort Worth has sponsored over the last decade an annual and, starting
in 1993, a biennial community conference This has been partly funded out of Community
Development Block Grant (CDBG) funds and has leveraged considerable donations, in cash and
in kind, from the private sector Last year, the Neighborhoods Fort Worth published the "Fort
Worth Neighborhood Handbook", also funded with private donations The CDBG allocation for
this year's conference (5758) leveraged 53,350 in private donations or 54 40 for each 51 of City
funds,~not~•to~mention the countless hours of volunteer work from neighborhood• leaders

This' year's• Conference was held on Saturday, September 30, 1995, at the Ramada Hotei in
downtown Fort Worth The private sector once again provided support for this community effort
as evidenced by the donations cited above

SUBJECT ADOPTION OF APPROPRIATION ORDINANCE AND ACCEPTANCE OF DONATIONS TO
THE SPECIAL TRUST FUND FOR THE NEIGHBORHOODS FORT WORTH PARTNERS
FOR PROGRESS CONFERENCE
On April 11, 1995 (M&C G-11037), the City Council also accepted donations to the
Neighborhood Fort Worth Partners for Progress Special Trust Fund from the Fort Worth Star
Telegram (51,000) and the Fort Worth Town Center (5500) to underwrite the printing cost of the
handbook mentioned above
FISCAL INFORMATION/CERTIFICATION.
The Director of Fiscal Services certifies that upon approval of this recommendation and adoption
of the attached appropriations ordinance, the funds required for this project will be available in
the Special Trust Fund
