HomeMy WebLinkAboutOrdinance 11824`~ ~~ ORDINANCE NO "/~' -' AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $27,824.00 FOR THE PURPOSE OF ACCEPTING A GRANT FROM THE TEXAS STATE LIBRARY SPECIAL PROJECTS GRANTS PROGRAM FOR A BILINGUAL COLORING BOOK, PROVIDING. FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1994-95 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $27,824.00 for the purpose of accepting a grant from the Texas State Library Special Projects Grants Program for a Bilingual Coloring Book. SECTION 2. Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 11645 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so ordained. APPROVED AS TO FORM AND LEGALITY City Attorney /--18-95 Date / ~ /-' ~~ Adopted Effective City of Fort Worth, Texas Mayor and' Council Communication RATS RSFSRSNCB NIIb~SR LOG NAME PAGS 01 /31 /95 *~C_14 f78 84COLOR 1 of 1 SuBJSCT TEXAS STATE LIBRARY SPECIAL PROJECTS GRANTS PROGRAM IN THE AMOUNT OF 527,824 00 FOR A BILINGUAL COLORING BOOK RECOMMENDATION It is recommended that the City Council.. 1 Authorize the City Manager to apply for and accept, if awarded, a contract in the amount of 527,824 00 from the Texas State Library Special Projects Grants Program, and 2 Adopt the attached appropriations ordinance increasing estimated receipts and appropriations by 527,824 00 in the Grants Fund upon receipt of the funds, and 3 Authorize the Fiscal Services Department to create a project number in the Grants Fund DISCUSSION This grant would fund the development, printing and distribution of a bilingual coloring book which would be aimed at a general audience, but especially target Hispanic families The messages will be written on second grade level and will primarily tell children what their library offers them, but will include information aimed at other members of the family, such as adult literacy programs for parents, homework tutoring for older siblings and genealogy for grandparents A part-time SO-1 Coordinator will manage the project under the direction of an experienced Children's Librarian The Library's Graphic Artist will create illustrations The project calls for the printing of 50,000 coloring books to be distributed over two to three years BUDGET See attached FISCAL INFORMATION/CERTIFICATION The Director of Fiscal Services certifies that no direct City funds are required for this grant and that upon the awarding of the grant and the approval and execution of a!I of the above recommendations, sufficient funds required for this agreement will be available in the current operating budget, as appropriated, in the Grants Fund.
