COMMERCIAL PAPER FUND IN THE AMOUNT OF $599,725 00 FOR THE PURPOSE OF FUNDING SEWER MAIN 269 REPLACEMENT AND DRAINAGE AREA REHABILITATION, PART I, MANHOLE REHABILITATION; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OE` FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1995-96 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Sewer Commercial Paper Fund in the amount of $599,725 00 for the purpose of funding Sanitary Sewer Main 269 Replacement and Drainage Area Rehabilitation, Part I, Manhole Rehabilitation SECTION 2 Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect SECTION 3 That this ordinance shall be cumulative of Ordinance No 12074 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby RECOMMENDATION It is recommended that the City Council !S, 1 Authorize the City Manager to transfer 559.9,725 00 from the Water and Sewer Operating Fund to the Sewer Commercial Paper Fund in the amount of 5599,725 00, and 2 Adopt the attached appropriations ordinance increasing estimated receipts and appropriations in the Sewer Commercial Paper Fund in the amount of 5599,725 00 from increased revenue, and 3 Authorize the City Manager to execute a contract with Southwest Underground Supply and Environmental Services in the amount of 5533,095 00 for Sanitary Sewer Main 269 Replacement and Drainage Area Rehabilitation, Part I, Manhole Rehabilitation (The requested appropriation includes 539,980 OOforinspection cost and contingency reserves of 526,650 00) DISCUSSION On September 25, 1990 (M&C C-12531), the City Council authorized an engineering agreement with RJN McCulough Associates, Inc ,for Sanitary Sewer System Evaluation Survey (SSES) of the M-269 Drainage Areas Part of the recommended inflow/infiltration (I/I) reduction plan included the repair of sewer manholes The major work to be performed under this contract consists of replacement of 106 covers, 28 frame replacements, 406 frame and grade sealing, replacement of 475 grade adjustments, 130 interior manhole coatings/linings, 500 watertight gasket insets, and 472 manhole collars The location of the project is the southwest part of Fort Worth in the upper reaches of the Sycamore Creek Drainage Basin The area is generally bounded on the north by Alta Mesa Boulevard, on the east by Crowley Road, on the south by Sycamore School Road and on the west by Trail Lake Drive (Mapsco 103-B, C, D, F, G, H and 104 A, B, E ,Council District 6) City of Fort Worth, Texas Mayor and Council Communication AND DRAINAGE AREA REHABILITATION, PART I, MANHOLE REHABILITATION This rehabilitation project will be coordinated with the City's Integrated Wet Weather Wastewater Management Program to comply with an Administrative Order from the U S Environmental Protection Agency to eliminate sewer overflows and by-passes in the City's wastewater collection system The City received bids on three types of manhole rehabilitation processes to be used in conjunction with the project Staff recommends thatthe manholes be rehabilitated utilizing a sprayed-on liner system as provided for in Schedule "C" of the bids received, and that the contract be awarded to Southwestern Underground, in the amount of 5533,095 00 Staff believes that the benefits to be derived from the long term, maintenance free service life of the 130 manholes rehabilitated by utilizing the sprayed on liner process (Schedule "C") far outweigh the cost differential between the different materials (Schedule "A"- cement base coating, Schedule
