AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE WATER CAPITAL PROJECTS FUND IN THE AMOUNT OF $10,870 00 FOR THE
PURPOSE OF FUNDING AN ENGINEERING SERVICES AGREEMENT WITH LOCKWOOD,
ANDREWS & NEWMAN, INC , FOR STREET RECONSTRUCTION AND WATER
REPLACEMENT ON 5TH STREET (ELIZABETH BOULEVARD TO LILAC STREET);
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE
OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT
HEREWITH
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for
the Fiscal Year 1994-95 and in the Budget of the City Manager, there shall also be
increased estimated receipts and appropriations in the Water Capital Projects Fund
in the amount of $10,870 00 for the purpose of funding an engineering services
agreement with Lockwood, Andrews & Newman, Inc , for street reconstruction and
water replacement on 5th Street (Elizabeth Boulevard to Lilac Street)
SECTION 2
Should any portion, section or part of a section of this ordinance be declared
invalid, inoperative or void for any reason by a court of competent jurisdiction,
such decision, opinion or judgement shall in no way impair the remaining portions,
sections, or parts of sections of this ordinance, which said remaining provisions
shall be and remain in full force and effect
SECTION 3
That this ordinance shall be cumulative of Ordinance No 11645 and all other
ordinances and appropriations amending the same except in those instances where
the provisions of this ordinance are in direct conflict with such other ordinances
and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed
SECTION 4
This ordinance shall take effect and be in full force and effect and after the
date of its passage, and it is so ordained

SUBJECT SUPPLEMENTAL APPROPRIATIONS ORDINANCE AND AWARD OF ENGINEERING
SERVICES AGREEMENT WITH LOCKWOOD, ANDREWS & NEWMAN, INC ,FOR
STREET RECONSTRUCTION AND WATER REPLACEMENT ON 5TH STREET

RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to transfer 510,870 00 from Water and Sewer
Operating Fund to the Water Capital Projects Fund, and
2 Adopt the attached appropriations ordinance increasing the estimated receipts and
appropriations in the Water Capital Projects Fund in the amount of 510,870 00 from
increased revenue, and
3 Authorize the City Manager to execute an engineering services agreement with
Lockwood, Andrews & Newman, Inc , for a fee not to exceed 526,967 00 to
prepare plans, specifications and contract documents for street and water facilities
for 5th Street (Elizabeth Blvd to Lilac Street)
DISCUSSION
The 1993 Capital Improvement Program included funds for the reconstruction of 5th
Street (Elizabeth Boulevard to Lilac Street) The recommended contract will provide for the
preparation of plans, specifications and contract documents for paving, and water
facilities necessary for the reconstruction of these facilities
Lockwood, Andrews & Newman, Inc , proposes to perform the design work for this
project for a fee not to exceed 526,967 00 of which 526,067 00 will be paid on a lump
sum basis and 5900 00 as reimbursable expenses ~~
Department of Engineering project management requires an additional 51,809 00 for
coordination of the design phase of the water portion of this project

Lockwood, Andrews & Newman, Inc , is in compliance with the City's DBE policy by
committing to 18 5% DBE participation
This project is located in DISTRICT 9, Mapsco 90 R and V

FISCAL INFORMATION/CERTIFICATION..
The Director of Fiscal Services certifies that upon approval and completion of
recommendation No 1, and the adoption of the attached appropriations ordinance, funds
required for the design phase of the water facilities will be available in the current capital
budget of the Water Capital Project Fund and that funds required for the design phase of
the street reconstruction are available in the current capital budget of the Street
Improvements Fund
