AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF
$15,000 00 FOR THE PURPOSE OF INCREASING PUBLIC
AWARENESS OF AVAILABLE PUBLIC USED OIL COLLECTION
SITES, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING
THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND
REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH,
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year
1994-95 and in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the Grants Fund in the amount of $15,000.00 for the purpose of increasing public
awareness of available public used oil collection sites.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no
way impair the remaining portions, sections, or parts of sections of this ordinance, which said
remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No 11645 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are
in direct conflict with such other ordinances and appropriations, in which instance said conflicting.
provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect and be in full force and effect from and after the date of its passage;
and it~is so ordained.

SUBJECT APPROVAL OF APPLICATION TO THE TEXAS NATURAL RESOURCE CONSERVATION
COMMISSION FOR A USED OIL GRANT
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to apply for and accept, if offered, a Used Oil grant from the
Texas Natural Resource Conservation Commission (TNRCC) in the amount of S 15,000 00,
and
2 Adopt the attached appropriations ordinance increasing the estimated receipts and
appropriation by $15,000 00 in the Grants Fund from increased revenues, and
3 Approve the attached resolution as required by the grant application, and
4 Authorize the Fiscal Services Department to create a project number in the Grants Fund
DISCUSSION
The TNRCC has made monies available in the form of grants to funds various activities
associated with collection of used oil The City of Fort Worth has collected over 6,000 gallons
of used oil during its periodic household hazardous waste collection events The amount of oil
collected during these events indicates that there are a large number of "Do-It-Yourselfers"
(DIY's) in the Fort Worth/Tarrant County area collecting and holding used oil Unfortunately, the
amount of oil collected at these one day events also seems to indicate that these DIY's are not
aware of the large number of public used oil collection sites in Tarrant County
The proposed grant application requests S 15,000 00 in funding to increase public awareness of
available public used oil collection sites through the production of a brochure to be inserted in
City of Fort Worth water bills and distributed at local auto parts stores as well as a map showing
collection site locations throughout Tarrant County
The only City cost associated with this grant will be staff time spent overseeing the production
and distribution of brochures The grant guidelines indicate that grant funds cannot be used to
pay for salaries or other administrative expenses, therefore, no indirect costs can be charged
