Ordinance No 3
AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE WATER COMMERCIAL PAPER FUND IN THE AMOUNT OF $7,392 50 AND IN THE
SEWER COMMERCIAL PAPER FUND IN THE AMOUNT OF $7,392 50 FOR THE PURPOSE
OF FUNDING THE PROPOSED CHANGE ORDER #7 TO THE CENTRALIZED
WATER/WASTEWATER LABORATORY AT THE ROLLING HILLS WATER TREATMENT
PLANT, CORONADO BUILDERS, INC PROVIDING FOR A SEVERABILITY CLAUSE;
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL
PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE
DATE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for
the Fiscal Year 1995-96 and in the Budget of the City Manager, there shall also be
increased estimated receipts and appropriations in the Water Commercial Paper Fund
in the amount of $7,392 50 and in the Sewer Commercial Paper Fund in the amount of
$7,392 SO for the purpose of funding the proposed Change Order #7 to the
Centralized Water/Wastewater Laboratory at the Rolling Hills Water Treatment
Plant, Coronado Builders, Inc
SECTION 2
Should any portion, section or part of a section of this ordinance be declared
invalid, inoperative or void for any reason by a court of competent jurisdiction,
such decision, opinion or judgement shall in no way impair the remaining portions,
sections, or parts of sections of this ordinance, which said remaining provisions
shall be and remain in full force and effect
SECTION 3
That this ordinance shall be cumulative of Ordinance No 12074 and all other
ordinances and appropriations amending the same except in those instances where
the provisions of this ordinance are in direct conflict with such other ordinances
and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed
SECTION 4
This ordinance shall take effect and be in full force and effect and after the
date of its passage, .and it is so ordained

SIIBJSCT APPROPRIATION ORDINANCE AND PROPOSED CHANGE ORDER #7 TO THE
CENTRALIZED WATER/WASTEWATER LABORATORY AT THE ROLLING HILLS
WATER TREATMENT PLANT, CORONADO BUILDERS, INC
RECOMMENDATION
It is recommended that the City Council
Authorize the City Manager to transfer 514,785 00 from Water and Sewer Operating Fund
to the Water Commercial Paper Fund in the amount of $7,392 50 and Sewer Commercial
Paper Fund in the amount of 57,392 50; and
2 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Water Commercial Paper Fund. in the amount of 57,392 50 and the
Sewer Commercial Paper Fund in the amount of 57,392 50 from increased revenue, and
3 Authorize Change Order No 7 in the amount of 514,785 00 to City Secretary Contract No
20845 with Coronado Builders, Inc ,for the Centralized Water/Wastewater Laboratory
revising the total contract cost to 52,622,059 00
DISCUSSION
On January 17, 1995, (M&C C-14635), the City Council authorized the award of a contract to
Coronado Builders, Inc ,for the construction of the Centralized Water/Wastewater Laboratory
at the Rolling Hills Water Treatment Plant
The following work is to be conducted as part of this change order
PCM-019.Power Upgrade for Environmental Chamber
The environmental chamber for the B O D Lab (Room 169) was purchased by
separate contract on September 5, 1995 (M&C P7557) A second chamber for
the Biomonitoring Lab (Room 128) is to be installed in the future The purchased
chamber requires 208 volt, 40 amp power instead of the 120 volt power shown
on the plans The Contractor has provided a cost of 52,250 00 to install the
208 volt, 40 amp breaker and wiring to the proposed and future environmental
chamber locations

PCM-021.Addin4 Fire Damaers
An interpretation of the Fire Code by City Inspectors required additional fire
dampers throughout the building After discussions concerning the special
safety requirements of the proposed HVAC system, the required number of fire
dampers was reduced to six in the Lobby Area The Contractor has provided a
cost of 51, 395 00 `to do this work
PCM-022 Adding Emeraencv Eyewash Stations
For employee safety, two additional emergency shower and eyewash stations
were requested by the City The Contractor has provided a cost of 54,221 00
for this work
PCM-023 Provided Additional Power to Sterilizer
No power was provided to operate the two sterilizers to be installed in this
contract The Contractor has provided a cost of 55,290 00 to provided 120 volt
and 208 volt power to both sterilizers
PCM-024 Install Balancing Valve in Hot Water System
When specified hot water boiler was changed (specified boiler would not fit in
room), hot water piping required modification The specified differential pressure
bypass valve should be deleted and a balancing valve should be installed on hot
water bypass The Contractor has provided a cost of 51,630 00 for this work
The net effect of the proposed change order is as follows
Original Contract Cost 52,408,900 00
Change Orders Nos 1-6 $198,374 00
Proposed Change Order No 7 514,785 00
Revised Contract Cost 52,622,059 00
The construction manager, Huitt-Zollars, Inc ,and the staff engineers of the Water
Department have reviewed the proposed changes and their costs and found them
reasonable
