HomeMy WebLinkAboutOrdinance 11940Ordinance No ~~ V AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $750,000 00 FOR THE PURPOSE OF FUNDING ADDITIONAL WEED AND SEED PROGRAM ACTIVITIES; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1994-95 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $750,000 00 for the purpose of funding additional Weed and Seed Program activities SECTION 2 Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect SECTION 3 That this ordinance shall be cumulative of Ordinance No 11645 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and •appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby of 3 susJECT WEED AND SEED GRANT, PHASE IV RECOMMENDATION It is recommended that the City Council 1 Authorize the City Manager to accept an extension and increased grant award from the Department of Justice in the amount of 5500,000 for the Weed & Seed grant during the period of April 1, 1995 through May 31, 1996, and 2 Authorize the City Manager to enter into an agreement with the Drug Enforcement Administration to receive up to 5250,000 in federal seized funds to support the weeding side of the grant program through May 31, 1996, and 3 Adopt the attached appropriations ordinance increasing estimated receipts and appropriations in the Grants Fund by 5750,000 00 from increased revenue DISCUSSION The "Weed and Seed" grant was awarded to the City m April of 1992, and has been fully operational since July of the same year Applying a combination of saturation patrol, community policing strategies, and seeding activities the program has brought about a 51 % decrease in crime within the target area over three years ago The grant program was initially awarded 53,000,000 fora 36 month period, but budget reductions at the federal level reduced the total funding to 51,697,410 A "bridge grant" was awarded to provide interim funding from January 1, 1994, through May 31, 1994 in the amount of 5198,193 The remaining funds for Phase III of the grant included 5350,000 for seeding activities, 550,000 for National Service Coordination, and 5186,000 from the Asset Forfeiture Management Staff (AFMS) funds provided through the Drug Enforcement Administration (DEA) to continue Weeding activities at a reduced level Phase IV of the Weed & Seed grant has a requirement that a new target area be developed Consideration was given to several areas, with the Diamond Hill/West Northside area being selected This area contains a large amount of land but with the highest population concentration being in a smaller core area The target area has five police beats In order to standardize the implementation of Weed & Seed type target areas, of which there are three in the Comprehensive Communities Program (CCP) grant and three in the Crime Control District (CCD) plan, it has been deeded to tale them Neighborhood Policing Districts (NPDs) Both the Weed & Seed grant and the CCP grant require a steering committee and in an effort to maximize resources we have Texas, Paul Goggins Other members are District Attorney Tim Curry, Chief of Police Thomas R Windham, Assistant City Manager Libby Watson, the Chair of the Crime Control and Prevention District Board, and the Executive Director of the Citizens Crime Commission, Patsy Thomas A total of 5750,000 is available for Weed & Seed IV, with the stipulation that a majority of the funds be used for seeding activities Weeding funds will be used to continue employment of a Sergeant and Administrative Assistant II for the original Weed & Seed site The budget for both sites is as follows Personnel Continuation of the Jobs Bank Continuation of the Near Southeast Safe Haven Strategic Overtime Funds Total Federal Budget Current Site New site Refurbish and equip fire station Establishment of Safe Haven -Expansion of Jobs Bank Newsletter and Coordination (both saes) Strategic Overtime Funds Total Federal Budget New Site TOTAL GRANT FUNDS 5750,000 The Weed & Seed project places an emphasis on the funding of both Safe Haven and Boys & Girls Club projects On June 1, 1994 the Boys & Girls Club assumed a role as the cognizant agency for the Safe Haven component, and is also the sponsoring agency for the Weed & Seed Jobs Bank, which are the two oldest, and. most successful, projects in the history of the grant A new Safe Haven will be established in the Diamond Hill/West Northside NP.D and an annex of the Jobs Bank will be established It is proposed that the headquarters for the Diamond Hill NPD be established at the vacant fire station at 291 1 Schwartz and funds have been set
