ORDINANCE NO. 6
AN ORDINANCE AMENDING SECTION 10-4 OF THE CODE OF THE
CITY OF FORT WORTH, TEXAS (.1986), TO PROVIDE THAT THE
TEEN COURT DIRECTOR BE PLACED UNDER THE SUPERVISION OF
THE CHIEF JUDGE; PROVIDING THAT THIS ORDINANCE IS
CUMULATIVE OF ALL ORDINANCES; PROVIDING A SEVERABILITY
CLAUSE; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That Section 10-4(a) of Chapter 10, "Courts", of the Code of
the City of Fort Worth, Texas (1986), is amended to add a new
subsection (4) and renumber existing subsection (4) as subsection
(5) , as follows:
"(a) A department of municipal court services is hereby
established. It shall embrace all personnel and
activities of the municipal court system except:
(1) The judges who are directly under the cognizance of
the city council;
(2) The assistant city attorneys assigned duties as
prosecutors who are members of the department of
law and under the cognizance of the city attorney;
(3) The official court reporter or reporters who are
under the cognizance of the chief judge;
i41 The director of the teen court brogram who shall be
under the cognizance of the chief judge: and
{-4} (5) Such other court or system functionaries who
are or may be members of other departments and
are either temporarily or permanently assigned
duties within or in support of the Municipal
Court."
SECTION 2.
This ordinance shall be cumulative of all provisions of
ordinances and of the Code of the City of Fort Worth, Texas (1986),
as amended, except where the provisions of this ordinance are in

direct conflict with the provisions of such ordinances and such
Code, in which event conflicting provisions of such ordinances and
such Code are hereby repealed.
SECTION 3.
It is hereby declared to be the intention of the City Council
that the sections, paragraphs, sentences, clauses and phrases of
this ordinance are severable, and, if any phrase, clause, sentence,
paragraph or section of this ordinance shall be declared.
unconstitutional by the valid judgment or decree of any court of
competent jurisdiction, such unconstitutionality shall not affect
any of the remaining phrases, clauses, sentences, paragraphs and
sections of this ordinance, since the same would have been enacted
by the City Council without the incorporation in this ordinance of
any such unconstitutional phrase, clause, sentence, paragraph or
section.
SECTION 4.
This ordinance shall take effect and be in full force and
effect from and after its passage, and it is so ordained.

DIRECTOR UNDER SUPERVISION OF CHIEF JUDGE
RECOMMENDATION
It is recommended that the City Council approve the adoption of the attached ordinance
amending Section 10-4 of the City Code
DISCUSSION
Teen Court is a voluntary alternative to Municipal Court for teenagers (14 through 17 and others
currently enrolled in high school) through which hours of community service and jury terms are
assessed in lieu of payment of a fine
Initially, Fort Worth Teen Court Program staffing and administration costs were primarily funded
by the Junior League of Fort Worth The program was administered by an Executive Director
Funding provided by the City of Fort Worth has increased since that time Beginning with the
FY1994/95, budget year on October 1, 1994, the program's Executive Director position was
approved as a City of Fort Worth Municipal Court staff position Approval was for a Human
Services Specialist II classification with an annual salary of 530,000 00 (plus departmental
support) budgeted in the Administration Division
A request was received and approved by the City Council Municipal Court Advisory Committee
and City Manager's Office that the Fort Worth Teen Court Director be placed under the
supervision of the Judicial Division
