HomeMy WebLinkAboutOrdinance 12045=~:; .,Eli _: '~ •'~ i Ordinance No AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $400,000 00 FOR THE PURPOSE OF ACCEPTING A $200,000 00 JOB TRAINING PARTNERSHIP ACT TITLE IV GRANT FROM THE US DEPARTMENT OF LABOR; A $150,000 00 IN-KIND MATCH FROM THE 1995 JTPA TITLE IIC GRANT; AND A 50,000 00 DONATION FROM THE FORT WORTH COMMUNITIES IN SCHOOLS PROGRAM FOR FUNDING OF THE QUANTUM OPPORTUNITIES PROJECT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING• ALL PRIOR ORDINANCES IN CONFLICT HEREWITH BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1994-95 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $400,00 00 for the purpose of accepting a $200,000 00 Job Training Partnership Act Title IV Grant from the U S Department of Labor; a $150,000 00 In-Kind match from the 1995 JTPA Title IIC Grant; and a $50,000 00 donation from the Fort Worth Communities In School Program for funding of the Quantum Opportunities ,Project SECTION 2 Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction., such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect SECTION 3 That this ordinance shall be cumulative of Ordinance No 11645 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed SECTION 4 This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained APPROVED AS TO FORM AND LEGALITY G,(~,city Attorney Date !~/ ~r'~~ Adopted Effective City of Fort Worth Texas Mayor and Council Communication DATE RSFERSNCS'NUMBER LOG NAMS PAGE 07/18/95 **C-14921 08USDOL 1 of 3 SUBJECT GRANT CONTRACT -JOB TRAINING PARTNERSHIP ACT, TITLE IV, PROGRAM YEAR 1.995 QUANTUM OPPORTUNITIES PROJECT GRANT, U S DEPARTMENT OF LABOR RECOMMENDATION. It is recommended that City Council authorize the City Manager to 1 Accept a Job Training Partnership Act (JTPA)'Title IV grant from the U S Department of Labor in the amount of 5200,000 for a demonstration project to replicate and evaluate the Quantum Opportunities Project (QOP) for the contract period beginning June 28, 1995, and ending June 27, 1996, and 2 Authorize the use of 5150,000 from PY95JTPA Title IIC for Inkind Match, and 3. Accept Inkind Match of 550,000 from Fort Worth Communities, and 4 Adopt the attached appropriations ordinance increasing estimated receipts and appropriations in the Grants Fund by 5400,000 from increased revenue, and 5 Execute a contract with Fort Worth Communities in Schools for an amount not to exceed 5140,750 for the contract period beginning June 28, 1995, and ending June 27, 1996, and 6 Authorize the Fiscal Services Department to establish the specified project service accounts in the City of Fort Worth's financial accounting department upon receipt of the letter of obligational authority from the U S Department of Labor DISCUSSION.
