AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF
$2,068,550 00 FOR THE PURPOSE OF ACCEPTING A NEW
LOCKHEED DCA GRANT FROM THE TEXAS DEPARTMENT OF
COMMERCE, PROVIDING A SEVERABILITY CLAUSE, MAKING
THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND
REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH,
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year
1994-95 and in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the Grants Fund in the amount of $2,068,550.00 for the purpose of accepting a new
Lockheed DCA Grant from the Texas Department of Commerce.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no
way impair the remaining portions, sections, or parts of sections of this ordinance, which said
remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 11645 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are
in direct conflict with such other ordinances and appropriations, in which instance said conflicting
provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect and be in full force and effect from and after the date of its passage,
and it is so ordained.

SUBJECT ADOPTION OF APPROPRIATIONS ORDINANCE FOR PURPOSE OF ACCEPTING NEW
LOCKHEED DCA GRANT FROM TEXAS DEPARTMENT OF COMMERCE
RECOMMENDATION.
It is recommended that the City Council authorize the City Manager to
1 Accept a grant from the Texas Department of Commerce in the amount of $2,068,550 00
for the implementation of DCA Dislocated Worker Program for Lockheed/General Dynamics
for the period January 20, 1995 through June 30, 1997, and
2 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Grants Fund by 52,068,550 00 from increased revenue, and
3 Authorize-the Fiscal Services Department to establish project numbers in the Grants Fund
in the City's accounting system (MARS.), and
4 Authorize the payments to Texas Employment Commission for the previously authorized
contract. .number 20743 m the amount not to exceed 5250,000 00, and
5 Authorize payments to Tarrant County Junior College for the previously authorized contract
number 20683 in the amount not to exceed S 10,000 00, and „~
6 Authorize to apply indirect costs an accordance with the City's Administrative Regulation
3=15 (apply the most recently approved rate of 10 02% for the Employment and Training
Department) Indirect cost charges will be limited to admin~strat~ve staff charges and
should. not exceed 55,000
DISCUSSION
On .July .29, 1994, The Career Transition Center (CTC) requested additional funds from the
Department of Labor to provide readjustment, retraining and supportive services to the additional
dislocated workers #rom Lockheed/General Dynamics which were scheduled to be laid off within
the next twelve months On December 29, 1994, the CTC was awarded 5350,555 Governors'
Reserve funds for the retraining of those dislocated workers through June 30, 1995 On
January 13, 1995 the CTC was given a DCA Grant for 52,068,500 00 to provide readjustment
and support services for those dislocated workers for the period January 20, 1995 through June
30, 1997
The Texas Employment Commission (TEC) and Tarrant County Junior College (TCJC) provides
readjustment and retraining services to dislocated workers at the Career Transition Center as
previously authorized under M&C C-14403 through June 30, 1995 Partial payment of TEC and
TCJC subcontract funds will be dispersed from newly authorized Defense Conversion Act (DCA)
funds
Basic Readjustment Services.
Basic Readjustment Services include those cost associated with outreach and recruitment,
participant orientation, intake and el~g~b~l~ty determination, assessment, job search
assistance activities, initial and ongoing counseling and referral to other appropriate
activities Job search activities include

a Job Search Seminar.
This activity will be subsumed under the Career Transition Workshop The activity
is designed to equip participants with the skills necessary to find and secure
employment Four structured training phases will include information on transition
skills, coping skills, employment seeking skills, and labor market information
b Job Club:
Job Club will be an ongoing open-ended activity conducted by-weekly for a total of
four hours per week or as needed At the beginning of each month, a series of eight
structured Job Club activities will be scheduled Job Club activities will be two hours
in length A variety of recruitment methods will be utilized to market and solicit
client participation in Job Club activities The designated group monitor will oversee
all job clubs and assure that all members are included
c Resource Center.
The "self-help" Resource Center will contain extensive fob bank listings, current mayor
newspapers, access to duplicating equipment, typewriters, and fax machine A
phone bank will provide nation-wide access to employers, as well as a location for
incoming messages from potential employers to participants A mailing service will
be provided for resumes, letters of introduction, and other fob search
correspondence Job Developers will also be on hand to assist in the job search
efforts
3 Support Services
Support services, including (but not necessarily limited to) child care, transportation,
financial and personal counseling, temporary food and shelter, medical, clothing needs and
relocation assistance, will be provided in cases where such support is determined
necessary for a participant to continue in the program or to secure employment
4 Needs-Related Payments.
Needs-related payments will be provided to part~c~pants who do not qualify or have ceased
to qualify for unemployment compensation or extended unemployment compensation, and
who are in need of support for continued participation in retraining and/or education
services
