AN ORDINANCE APPROPRIATING $100,000.00 TO THE GENERAL FUND,
AND DECREASING THE UNRESERVED, UNDESIGNATED GENERAL
FUND BALANCE BY THE SAME AMOUNT FOR THE PURPOSE OF
PROVIDING INTERIM FINANCING FOR THE AIR POLLUTION CONTROL
PROGRAM, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING
ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING
AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1994-95 and in
the Budget of the City Manager, there shall also be increased appropriations in the General Fund, in the
amount of $100,000.00; thereby decreasing the unrestricted, undesignated Fund Balance by the same amount, for
the purpose of providing interim financing for the Air Pollution Control Program.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any
reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the
remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and
remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 11645 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict with
such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances
and appropriations ark hereby expressly repealed.
SECTION 4.
This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so
ordained.

APPLICATION FOR FY 95-96
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to submit an application for, and accept if offered, a
grant from the U S Environment Protection Agency (EPA) for the Office of
Environmental Management's Air Pollution Control program in an amount not to
exceed 5100,000, and,
2 Adopt the attached supplemental appropriation ordinance increasing appropriations
by $100,000 in the General Fund and decreasing the unreserved, undesignated fund
balance of the General Fund by the same amount for interim .financing of expenses
pending execution of a grant with the EPA, and,
3 Authorize the Accounting Division of the Fiscal Services Department, subject to
funding agency approval and the City Manager's acceptance of the grant, to establish
the grant project account in the City's financial accounting system upon receipt of
an executed contract, and,
4 Approve the transfer of 5100,000 from the General Fund, Non-Department, to the
project number in the Grants Fund, and,
5 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriation in the Grants Fund by 5100,000 from increased revenue, and
6 Apply indirect costs in accordance with the City's Administrative Regulation 3-15,
applying the most recently approved rate of 19 37 % for Environmental Management,
not to exceed 514,500
DISCUSSION
The EPA currently funds a portion of the City's Air Pollution Control program through a 5100,000
annual grant The City's Air Pollution Control Program, in cooperation with the Texas Natural
Resource Conservation Commission, enforces the Federal and State Clean Air Act provisions
within the city limits of Fort Worth This includes periodic inspection of specific emission
sources, daily monitoring of ozone and particulate levels, and complaint investigation

APPLICATION FOR FY 95-96
The EPA grant does require a local match The City's proposed General Fund budget for FY
1995-96 will include 5130,510 as matching funds for the Air Pollution Control program It is
anticipated that the City will be reimbursed for over 60% of these matching funds through
service contracts with Tarrant County and the Texas Natural Resource Conservation Commission
The interim funding of S 100,000 will be returned to the General Fund upon execution of a grant
contract with the EPA _
FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that upon approval of this transfer, adoption of the
attached appropriation ordinances, and execution of a grant agreement, funds will be available,
as appropriated, in the Grants Fund After completion of this transfer, the unreserved,
undesignated fund balance of the General Fund will be 528,371,064 Upon receipt of funds, the
5100,000 will be transferred back to General Fund
