Ordinance No ~i ~~ AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $3,425,569 00 FOR THE PURPOSE OF ACCEPTANCE OF GRANTS FROM THE TEXAS DEPARTMENT OF COMMERCE FOR IMPLEMENTATION OF JOB TRAINING PARTNERSHIP ACT TITLE IIA AND TITLE IIC JOB TRAINING PLANS FOR PROGRAM YEAR 1995; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; 'AND PROVIDING AN EFFECTIVE DATE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1994-95 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $3,425,569 00 for the purpose of acceptance of Grants from the Texas Department of Commerce for implementation ofiJob Training Partnership Act Title IIA and Title IIC Job Training Plans for Program Year 1995 SECTION 2 Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect ' SECTION 3 That this ordinance shall be cumulative of Ordinance No 11645 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance ark in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hEreby expressly repealed SECTION 4 This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained APPROVED AS TO FORM AND LEGALITY G/City Attorney i ~-26-95" Date / ~ 5 ~- ~~ Adopted Effective City of Fort Worth,. TRAINING PARTNERSHIP ACT TITLE IIA AND TITLE IIC JOS TRAINING PLANS AND ADOPTION OF CORRESPONDING APPROPRIATIONS ORDINANCE RECOMMENDATION It is recommended that City Council authorize the City Manager to 1 Submit grant applications, accept the grants, if offered, and negotiate contracts with Texas Department of Commerce to implement Job Training Partnership Act Program Year 1995 job training plans for the contract period beginning July 1, 1995 and ending June 30, 1996, in the following amounts A $2,091,060 00 to implement the Job Training Partnership Act Title IIA Job Training Plan for Adults, and B S 1,334,509 00 to implement the Job Training Partnership Act Title IIC Job Training Plan for Youths, and 2 Adopt the attached appropriations ordinance increasing estimated receipts and appropriations in the Grants Fund by 53,425,569 00 from increased revenue, and 3 Authorize the Fiscal Services Department to establish the specified project accounts in the City of Fort Worth's financial accounting system upon receipt of the letter of obligational authority from Texas Department of Commerce, and 4 Apply indirect cost in accordance with the City's Administrative Regulation 3-15 (apply the rate of 10 02% which represents the most recently approved rate for the Employment and Training Department) ` DISCUSSION The City of Fort Worth is the administrative entity for the Fort Worth Consortium Service Delivery Area for training programs funded through the Job Training Partnership Act The Service Delivery Area includes the cities of Fort Worth, Euless, Haltom City, and White Settlement The Texas Department of Commerce has released the allocations for Program Year 1995 (July 1, 1995, to June 30, 1996) The Title IIA (service to adults) allocation for the Fort Worth Consortium Service Delivery Area is $2,091,060 00, the Title IIC (service to youth) allocation for the Fort Worth Consortium Service Delivery Area is 51,344,509 00 •~~~ Printed on recycled paper City COMMERCE FOR IMPLEMENTATION OF JOB TRAINING PARTNERSHIP ACT TITLE IIA AND TITLE IIC JOB TRAINING PLANS AND ADOPTION OF CORRESPONDING APPROPRIATIONS ORDINANCE The Texas Department of Commerce requires submission of a fob training plan which must be approved by the Private Industry Council and the Fort Worth City Council The job training plans for Title IIA and Title IIC and the related grant applications were approved by the Private Industry Council on February 2, 1995 In accordance with JTPA regulations, the expenditure of funds must comply with the following guidelines 1 Title IIA must be expended on economically disadvantaged adults, ages 22 and over 2 Title IIC must be expended on economically disadvantaged youth, ages 14 to 21 3 Not more than 20% of the funds for each grant can be spent on program administration, and 4 At least 50% of the funds for each grant must be spent on direct training services Proposed activities, service levels, and budget information for the Title IIA and Title IIC job training. plans are outlined below Levels of Service The Title IIA grant will serve 395 adults, the Title IIC grant will serve 541 youths Program Activities Basic Education Skills Training This activity will assist approximately 25 adults and 509 youths to upgrade basic academic skills, and attain a GED or high school diploma if a dropout Instruction will be provided for those for whom English is a second language Occupational Skills Training Approximately 358 adults and 135 youths will receive training in occupations for which a demand for qualified workers has been documented On-the-Job Training Approximately 50 adults and 5 youths lacking occupational skills will be trained on the fob JTPA pays up to 50% of the wages to compensate the employer for the cost of the training, not to exceed 499 hours per individual Work Experience Up to 50 adults and 75 youths with occupational skills, but possessing little or no work history, will enter work experience internships (work experience in the private sector) Supportive Services Up to 395 adults and 384 youths will receive supportive services to enable them to enter and complete training Job Search Assistance Up to 261 adults and 243 youths will receive job search assistance, including instruction in fob seeking and job keeping skills, and placement assistance BUDGET SUMMARY Title IIA
