AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE SEWER COMMERCIAL PAPER FUND IN THE AMOUNT OF $58,406 00 FOR THE
PURPOSE OF FUNDING SANITARY MAIN 365, 166, 195AI, 198AII DRAINAGE AREA
REHABILITATION AND SEWER IMPROVEMENT (GROUP 3, CONTRACT 5); PROVIDING
FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH;
AND PROVIDING AN EFFECTIVE DATE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments
for the Fiscal Year 1995-96 and in the Budget of the City Manager, there
shall also be increased estimated receipts and appropriations in the Sewer
Commercial Paper Fund in the amount of $58,406 00 for the purpose of funding
Sanitary Sewer Main 365, 166, 195AI, 195AII Drainage Area Rehabilitation and
Sewer Improvement (Group 3, Contract 5)
SECTION 2
Should any portion, section or part of a section of this ordinance be declared
invalid, inoperative or void for any reason by a court of competent jurisdiction,
such decision, opinion or judgement shall in no way impair the remaining portions,
sections, or parts of sections of this ordinance, which said remaining provisions
shall be and remain in full force and effect
SECTION 3
That this ordinance shall be cumulative of Ordinance No 12074 and all other
ordinances and appropriations amending the same except in those instances where
the provisions of this ordinance are in direct conflict with such other ordinances
and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed
SECTION 4
This ordinance shall take effect and be in full force and effect and after the
date of its passage, and it is so ordained

IMPROVEMENT (GROUP 3, CONTRACT 5)
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to transfer 558,406 00 from Water and Sewer
Operating Fund to the Sewer Commercial Paper Fund, and
2 Adopt the attached appropriation ordinance increasing estimated receipts and
appropriations in the Sewer Commercial Paper Fund in the amount of 558,406 00
from increased revenue, and
3 Authorize the City Manager to execute an amendment to the engineering agreement
with Teague Nall and Perkins, Inc , in the amount of 556,706 00 for the Sanitary
Sewer Main 36S, 166, 195A11 Drainage Area Rehabilitation and Sewer Improvement
(Group 3, Contract 5)
DISCUSSION
On June 6, 1995 (M&C C-14861), City Council authorized an engineering agreement with
Teague Nall and Perkins to provide engineering design services which consisted of
preparing plans, specifications and easement instruments for the replacement and
rehabilitation of the sanitary sewer and post-construction flow monitoring
During the design and review process in a joint meeting with the Water Department Field
Operation group, the Field Operation group requested that several other sewer lines in the
vicinity be rehabilitated and added to the present contract with Teague Nall and Perkins
The Engineering services to be performed under this amendment consist of preparing plans
and specifications for (1) Replacement of 2175 L F of 12" sewer pipe on M-166 within
Glen Garden Drive right-of-way (MAPSCO 77-Z, 78-W), (2) Replacement of 1120 L F of
8" sewer pipe L-3527 crossing the Glen Garden Golf Course (MAPSCO 91-D, 92-A) In
lieu of replacing 2300 L F of 10" and 12" line, M-36S (MAPSCO 77-C) will be diverted
to M-36SR, and a capacity analysis will be required to insure the M-36SR can
accommodate the additional flow Construction of 47 additional new manholes on the
existing sewer lines for maintenance purposes

This project is located in DISTRICTS 8 and 9
Staff has reviewed the proposal submitted by Teague Nall and Perkins and considers it to
be a reasonable fee for the scope of services to be provided This amendment will
increase the Contract amount from S 170,364 00 to $227,070 00
Teague, Nall and Perkins, Inc, has committed to utilizing 23 0% M/WBE participation
inclusive of this amendment to comply with the City's M/WBE ordinance
In addition to the above engineering fee, S 1,700 00 is included for project review by the
Department of Engineering
FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that funds are available in the current operating
budget, as appropriated, of the Sewer Commercial Paper Fund
