AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS
THE SPECIAL TRUST FUND IN THE AMOUNT OF $4,500
ACCEPTING DONATIONS FOR YOUTH AT-RISK STU
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
ORDINANCES AND REPEALING ALL PRIOR ORDINANCES
AND PROVIDING AN EFFECTIVE DATE
AND APPROPRIATIONS IN

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for
the Fiscal Year 1994-95 and in the Budget of the City Manager, there shall also be
increased estimated receipts and appropriations in the Special Trust Fund in the
amount of $4,500 00 for the purpose of accepting donations for Youth At-Risk
Study
SECTION 2
Should any portion, section or part of a section of this ordinance be declared
invalid, inoperative or void for any reason by a court of competent jurisdiction,
such decision, opinion or judgement shall in no way impair the remaining portions,
sections, or parts of sections of this ordinance, which said remaining provisions
shall be and remain in full force and effect
SECTION 3
That this ordinance shall be cumulative of Ordinance No 11645 and all other
ordinances and appropriations amending the same except in those instances where
the provisions of this ordinance are in direct conflict with such other ordinances
and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed
SECTION 4
This ordinance shall take effect and be in full force and effect and after the
date of its passage, and it is so ordained

SUBJECT ACCEPTANCE OF DONATIONS FOR YOUTH AT-RISK STUDY
RECOMMENDATION
It is recommended that the City Council
1 Accept donations for the Youth At-Risk Study in the amount of 54,500 from the Sports
Advisory Council, Inc ,Youth Sports Council of Fort Worth, Inc and the Sid Richardson
Foundation, and
2 Adopt the attached appropriations ordnance increasing estimated receipts and
appropriations by 54,500 in the Special Trust Fund from increased revenues, and
3 Authorize the use of these funds in accordance with the program outlined below
DISCUSSION
A study entitled Recreations Programs for Youth At-Risk is currently bung conducted by the Fort
Worth Parks and Community Services Department and Department of Recreation, Park and
Tourism Sciences, Texas A&M University The purpose of this three (3) year project is to provide
scientific evidence that recreation programs have a substantiable effect on preventing youth from
becoming involved in juvenile delinquent activities and that recreation programs have a long term
positive effect in the prevention of juvenile delinquency
Partial funding for this project has been provided by the National Recreation and Park Association
(NRPA) through a grant of 5100,000 to Texas A&M University and inkind services from Texas
A&M in the amount of 588,000 The five cities involved in the study are Austin, Texas,
Pittsburgh, Pennsylvania, Phoenix, Arizona, Fort Worth, Texas, and a City yet to be determined
in South Carolina Fort Worth, along with Austin, will benefit from the largest portion of this
effort with 530,000 and 515,000 being earmarked from the NRPA grant and A&M services,
respectively for each city As a condition of the grant, the NRPA has stipulated that local
communities attempt to raise funds to match funds expended on their behalf through the NRPA
grant
A total of twelve (12) solicitation letters were forwarded to various foundations and businesses
in the community In response the Parks and Community Services Department has received the
following contributions Sports Advisory Council, Inc 5500, Youth Sports Council of Fort Worth,
Inc 51,000 and Sid Richardson Foundation 53,000
At its regular meeting on January 17, 1995, the Parks and Community Services Advisory Board
voted to endorse the staff's recommendation to the City Council to accept donations for the
Youth At-Risk Study from the Sports Advisory Council, Inc ,Youth Sports Council of Fort Worth,
Inc and the Sid Richardson Foundation
