HomeMy WebLinkAboutOrdinance 11856xS ! ~Y ORDINANCE NO AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANT FUND IN THE AMOUNT OF $500,000.00 FOR THE PURPOSE OF IMPLEMENTING AONE-STOP CAREER CENTER SYSTEM PROGRAM, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1994-95 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $500,000.00 for the purpose of implementing aOne- Stop Career Center System. SECTION 2. Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 11645 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so ordained. It is recommended that the City Council Authorize the City Manager to submit a grant application, accept the grant, if offered, and negotiate a contract with the U S Department of Labor Employment and Training Administration in the amount of 5500,000 00 for the implementation of a One-Stop Career Center System program for the contract period beginning July 1, 1995 and ending September 30, 1996, and 2 Adopt the attached appropriations ordinance increasing estimated receipts and appropriations in the Grants Fund by 5500,000 00 from increased revenue, and 3 Authorize the Fiscal Services Department to establish project numbers in the Grants Fund in the City's accounting system (MARS), and 4. Authorize the City Manager to apply indirect costs in accordance with the City's Administrative Regulation 3-15 (apply the most recently approved rate of 10 02% for the Employment and Training Department DISCUSSION On December 21, 1994, the Employment and Training Administration, U S Department of Labor issued a Notice of availability of funds and solicitation for Grant Application (SGA) The grants will be issued on a competitive basis utilizing Wagner-Peyser Act funds for the development of a local One-Stop Career Center which will serve as a learning laboratory and test site for the DOL. The application proposes that the Employment and Training Department's JTPA Career Transition Center, located at 7917 Highway 80 West, serve as a model for national programs under the Job Training Partnership Act/Economic Dislocation and Worker Adjustment Assistance Act Awards are expected to be made in May 1995 The grant may be extended by DOL for up to two additional years contingent upon availability of funds and satisfactory performance The U S Department of Labor is in the process of developing a strategy for a National One-Stop System To this end, DOL will fund local programs that are currently operating one-stop systems Successful bidder's programs will serve as test sites and learning laboratories for other programs operating nation-wide • «~ Printed on recycled paper City of Fort Worth, Texas Mayor and Coin Communication DAT$ RBFI$RBNCB LOG NAMR PAGE N~aR **C-14710 02/28/95 08LOC 2 of 2 svsascT ONE-STOP CAREER CENTER SYSTEM LOCAL GRANT APPLICATION AND PROPOSED CONTRACT PROPOSED 15 MONTH BUDGET Budget Catectories Amount 1.
