AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE GRANTS FUND IN THE AMOUNT OF $8,807,900 00 FOR THE PURPOSE OF
FUNDING COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) YEAR XXI CONTRACT
ACTIVITIES; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN
CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for
the Fiscal Year 1994-95 and in the Budget of the City Manager, there shall also be
increased estimated receipts and appropriations in the Grants Fund in the amount
of $8,807,900 00 for the purpose of funding Community Development Block Grant
(CDBG) year XXI contract
SECTION 2
Should any portion, section or part of a section of this ordinance be declared
invalid, inoperative or void for any reason by a court of competent jurisdiction,
such decision, opinion or judgement shall in no way impair the remaining portions,
sections, or parts of sections of this ordinance, which said remaining provisions
shall be and remain in full force and effect
SECTION 3
That this ordinance shall be cumulative of Ordinance No 11645 and all other
ordinances and appropriations amending the same except in those instances where
the provisions of this ordinance are in direct conflict with such other ordinances
and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed
SECTION 4
This ordinance shall take effect and be in full force and effect, and after the
date of its passage, and it is so ordained

ACTIVITIES
RECOMMENDATION
It is recommended that the City Council authorize the City Manager to
1 Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations in the Grants Fund by $8,807,900 from increased revenue, and
2 Execute contracts with the following organizations to administer their respective programs,
contingent upon approval and receipt of adequate funding from the U S Department of
Housing and Urban Development Except where noted, a!I contracts wi!{ begin June 1,
1995 and end May 31, 1996
A Northside Inter-Church Agency, Inc (NICA), to help fund construction of a 9,000
sq ft building, in an amount not to exceed 575,000, and
B Friends of Old Fire Station #10, to help fund the renovation of Old Fire Station #10,
in an amount not to exceed 530,000, and
C Liberation Community, Inc, to operate the Polytechnic Model Block Program, in an
amount not to exceed 560,000, and up to an additional 56,916 will be available in
principle repayments and interest earned on previous loans that are repaid, contingent
on collection, and
D Neighborhood Housing Services of Fort Worth, Inc , -Administration to operate the
Revolving Loan and Purchase, Rehab, Resale Programs, in an amount not to exceed
576,760 in CDBG funds and program fees in an amount of up to 5101,124, and
administrative program fees in an amount of up to 58,353, and
E Neighborhoods Organized. for Substance Abuse Prevention, Inc (NOSAP), to operate
the Gang Prevention Program, in an amount not to exceed 550,000, and
F Boys and Girls Clubs of Greater Fort Worth, Inc , to operate the Comin' Up Program,
in an amount not to exceed 5128,625 from August 15, 1995 through August 14,
1996 and
G Boys and Girls Clubs of Greater Fort Worth, Inc , to operate the J.A Cavile Kids
Sports (JACKS) Program, rn an amount not to exceed 532,500, and
H Boys and Girls Clubs of Greater Fort Worth, Inc , to operate the Keep East Side Youth
Safe (KEYS) Program, in an amount not to exceed 548,000, and

N Clayton Child Care Services, to operate the School Age Program, in an amount not
to exceed 535,000, and
O Day Care Association of Fort Worth and Tarrant County, Inc , to operate the Pre-
school Child Care Program, in an amount not to exceed 5130,000, and
P YMCA of Metropolitan Fort Worth, to operate the School Age Child Care Program,
in an amount not to exceed 5133,750, and
Q Southside Area Ministries, to operate the Mid-South Seniors Program, in an amount
not to exceed 53,918, from August 1, 1995 through July 31, 1996, and
R Senior Citizen Services of Greater Tarrant County, Inc , to operate the Riverside
Senior Citizens' Program; in an amount not to exceed 523,275, and
S Meals on Wheels, Inc of Tarrant County, to operate the Meals on Wheels Program,
in an amount not to exceed 537,440, and
T Sisters, Inc , to operate the Mentoring/Support Services Program, in an amount not

DISCUSSION.
COMMUNITY DEVELOPMENT COUNCIL APPROVAL.
On April 11, 1995, the City Council approved the Twenty First Year Community Development
Block Grant Budget (M&C G-11003) On February 16, 1995, the Community Development
Council (CDC) approved the following motion by a vote of six (6) in favor and two (2) opposed
"It is ,recommended that the Year XXI Community Development Block Grant Budget be
approved "
In an effort to begin all programs in a timely manner, it is necessary to establish. accounts and
execute contracts for each program The programs described below are included in the Twenty
First Year Budget and require contracting approval
PROGRAM DESCRIPTION
A Northside Inter-Church Agencv Inc (NICA) -Facility Project will help fund a new
9,000 square foot building Programs provided by NICA utilize a systematic approach
to aiding families with children, youth, elderly, disabled, and homeless by providing
emergency assistance including food and clothing, case management services,
community organizing and collaborative youth programs to citizens of Northside
(COUNCIL DISTRICT 2) CDBG funding will be available in the amount of 575,000,
in Grant Fund GR76, Center Number 013206101 140
B:. Friends of Old Fire Station #10 - to help fund the renovation of Old Fire Station #10
located at 2804 Lipscomb.. This facility is used. by four neighborhood groups for
activities including Citizens On Patrol, Neighborhood Meetings and Activities, and
Youth Programs This program is located in COUNCIL DISTRICT 9 CDBG funding

services in the Polytechnic Model Block Area through activities which (11 improve
neighborhood appearance, (2) improve quality of housing, (3) increase neighborhood
empowerment This program is located in COUNCIL DISTRICT 5 CDBG funding will
be available in the amount of 560,000 in Grant Fund GR76, Center Number
013206101310 and up to an additional 56,916 will be available in principle and
interest earned on previous loans that are repaid, contingent on collection, _in Grarit

D Neiahborhood Housing Services of Fort Worth Inc -Administration will provide
administrative support for home improvement loans, purchase/rehabilitation/resale
loans, and technical assistance to homeowners in the Near Northside (COUNCIL
DISTRICT 2) and Polytechnic Heights (COUNCIL DISTRICT 5) areas CDBG #unding
will be available in the amount of 576,760, in Grant Fund GR76, Center Number
013206101330, program. fees in an amount of up to 5101,124, contingent on
collection, in Grant Fund GR76, Center Number 000206063000 and administrative
program fees in an amount of up to 58,353, contingent on collection, in Grant Fund
GR76, Center Number 000206067000
E Neiahborhood Organized for Substance Abuse Prevention Inc to provide for the
Gana Prevention Program which will provide agrass-roots drug and gang prevention
program at Dunbar Middle School This program is located in COUNCIL DISTRICTS
5 AND 8 CDBG funding will be available in the amount of 550,000, in Grant Fund
GR76, Center Number 013206101340
F Bovs and Girls Clubs of Greater Fort Worth Inc -Comin' Uo Program will continue
for the second year of a three year contract with the Boys and Girls Clubs of
Greater Fort Worth The program, with the assistance of the Fort Worth Police
Department and other organizations and agencies will identify specific gangs that
represent the greatest source of violence, and target services for individual gang
members and their families Services will be provided directly through the program
as well as by a clearly defined network of service providers This program is located
in ALL COUNCIL DISTRICTS CDBG funding will be available in the amount of
5128,625, in Grant Fund GR76, Center Number 013206101350
G Boys and Girls Clubs of Greater Fort Worth Inc - J A Cavile Kids Snorts Program
JACKS to provide children aged 6 to 17 residing in and near J.A Cavile Housing
Complex located in the Stop Six Area (COUNCIL DISTRICT 5) with constructive
alternative activities to direct or indirect involvement with drugs or other activities
that keep the youth from living positive, productive lives Funding will be available in
the amount of 532,500, in Grant Fund GR76, Center Number 013206101360

H Bovs and Girls Clubs of Greater Fort Worth Inc - Keea East Side Youth Safe fiKEYS)
will offer alternative activities to involvement in the drug culture, emphasizing tutorial
programs, drug prevention programs, educational enhancements, and cultural
enrichment for youth in the Stop Six (COUNCIL DISTRICT 5) and Polytechnic Heights
(COUNCIL DISTRICT 8) areas of Fort Worth Funding will be available in the amount
of 548,000, in Grant Fund GR76, Center Number 013206101370

program that will teach English to non English-speaking youth in the Mid-South
(COUNCIL DISTRICTS 8 AND 9) in order to help them to stay in school Funding will

J Bee & Bell Education Center - Project Stand Up will provide for a tutorial program for
low income children who have been suspended or expelled from school This
program is located in COUNCIL DISTRICT 8 Funding will be available in the amount

K Youth Enrichment Skills -YES Program will provide exercise classes, karate classes,
weight training, and after school tutoring sessions for youth in Southside, in order to
teach self respect, responsibility, motivation, and respect for authority This program
is located in COUNCIL DISTRICT 8 AND 9 Funding wilt be available in the amount
of 520,000, in Grant Fund GR76, Center Number 013206101400
L. YWCA of .Fort Worth -AIM (Achievement Ideals Motivation) will provide a teen
pregnancy prevention program in CDBG-eligible areas CITYWIDE for girls ages 10
through 18 This program is located in ALL COUNCIL DISTRICT Funding will be
available in the amount of 531,947, in Grant Fund GR76, Center Number
013206101430
M. YWCA of Fort Worth -Creative Enrichment Child Care will provide program curricula
which assist pre-school infants and children in the development of social, emotional,
intellectual and physical skills Activities emphasize early expansion of independent
living skills, socialization, improved speech and language and increased cognitive and
physical development This program`s beneficiaries include disabled and homeless
children. This program is located in COUNCIL DISTRICT 5 AND 8 Funding will be

Family Assistance Specialist and staff tutors to assist families and their children with
the problems that are typically found in these communities Programs will consist
of financial resource referral services, tutoring, and child development programs This

0 Dav Care Association -Pre-School Child Care Program will provide all-day care attwo
locations (Southside and Northside) for young children ages 3 months to 5 years

P YMCA of Metropolitan Fort Worth -School Age Child Care Program will provide
before and after school care for children ages four to twelve city-wide in CDBG

Q Southside Area Ministries -Mid-South Seniors is a Wednesday morning breakfast and
activities program for the elderly This program is located in COUNCIL DISTRICT 5

R Senior Citizen Services of Greater Tarrant County, Inc -Riverside will provide senior
citizens activities at the Riverside Community Center This program is located in

S Meals on Wheels, Inc. of Tarrant County, to fund Meals on Wheels Program to

ACTIVITIES
T Sisters, Inc. - Mentoring/Support Program will provide services to women 18 years
of age or older who are leaving half-way houses, leaving domestic violence shelters
or residing in homeless shelters by providing mentoring and support groups for
participants The groups will meet monthly to address current issues This program
is located in ALL COUNCIL DISTRICTS Funding will be available in the amount of

U Community Enrichment Center - Adopt A Family provides housing and support
services to assist homeless families in becoming self-sufficient This program is
located in ALL COUNCIL DISTRICTS Funding will be available in the amount of
$31,408, in Grant Fund GR76, Center Number 013206101540
V Bovs and Girls Clubs of Greater Fort Worth -Job Bank will provide job training, job
counseling, job placement as well as a referral services to clients, depending on the
individual needs Adult clients are placed in permanent full-time positions, while youth
clients are placed in part-time orfull-time positions during the summer The Job Bank
will provide the necessary interview and training skills, work clothing and
transportation to make a permanent job a reality This program is located in
COUNCIL DISTRICTS 5 AND 8 Funding will be available in the amount of 550,000,
in Grant Fund GR76, Center Number 013206101550
W Presbyterian Night Shelter -Security will provide security guard training and
employment for four residents of the shelter, while helping to .provide a safe
environment for 350 people housed at the Night Shelter each night This program is
