HomeMy WebLinkAboutOrdinance 11963Ordinance No ~~ 9~3 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE SPECIAL TRUST FUND IN THE AMOUNT OF $6,250 00 FOR THE PURPOSE OF FUNDING SCHOLARSHIPS FOR POLICE PERSONNEL TO ATTEND THE TEXAS POLICE ASSOCIATION CONFERENCE; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1994-95 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Special Trust Fund in the amount of $6,250 00 for the purpose of funding scholarships for police personnel to attend the Texas Police Association Conference SECTION 2 Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect SECTION 3 That this ordinance shall be cumulative of Ordinance No 11645 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed SECTION 4 This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained APPROVED receipts and appropriation, by 56,250 00 in the Special Trust Fund, from increased revenue, and 2 Approve the use of $6,250 for scholarships for police personnel to attend the Texas Police Association Conference DISCUSSION The Centennial Celebration of the Texas Police Association will be held in Fort Worth from June 1 1-14, 1995 The Texas Police Association is the oldest law enforcement group in the State of Texas and was originally founded in Fort Worth on March 6, 1895 Chief Thomas Windham is currently serving as president of the Texas Police Association Throughout its history, the association has been devoted to providing timely and relevant training to peace officers throughout the state The theme of this year's conference is "Protecting Our Most Precious Resource Texas Youth" and will focus on topics dealing with youth crime and victimization Speakers have been assembled from numerous law enforcement agencies including the Department of Justice, the F B t ,and the State of Texas Programs will focus on proactive ways to deal with the continuing youth crime problem As we continue to deal with the problems associated with youth crime, it is extremely important that we provide training to our personnel This training examines various methods and/or programs which have been successful in other jurisdictions and could prove to be viable alternatives in dealing with our youth crime It is also worth noting that the very first conference held in Fort Worth in 1895 spent a great deal of time discussing the subject of youth crime and juvenile delinquency There have been a number of times when the department would have sent officers to this kind of training, but was unable to do so because of the costs associated with the training For example, to send an officer to an out of town T P A Annual Conference might well cost over 5400 Thus, we only are able to send a very few officers each year With the conference being held in Fort Worth, the department can send an officer to the entire conference for only $125 for tuition This proposal would utilize 56,250 from Awarded Assets and would provide 50 scholarships for Fort Worth officers to attend the conference Those funds will enable us to provide training for the entire conference committee as well as thirty (30) additional officers from throughout the department The scholarships will be spread among all
