HomeMy WebLinkAboutOrdinance 12068~ e Ordinance No o[,~/ AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $28,249 00 FOR THE PURPOSE OF FUNDING ONE (1) TEMPORARY POSITION THROUGH A GRANT FROM THE URBAN AND COMMUNITY FORESTRY CHALLENGE GRANT PROGRAM, TO COORDINATE RELEAF; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1994-95 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $28,249 00 for the purpose of funding one (1) temporary position through a grant from the Urban Forestry Challenge Grant Program, to coordinate ReLeaf SECTION 2 Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect SECTION 3 That this ordinance shall be cumulative of Ordinance No 11645 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed SECTION 4 This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained APP VED AS TO FORM AND LEGALITY G~i%GC,~ ~SSfi City Attorney ~~ Date ~f ~~ x/ ' ~-~I~ Adopted Effective City of Fort Worth, Texas Mayor and Council Communication DATE REFERENCE NUMBER LOG NAME PAGE 08/08/95 **G-11182 80C~RANT 1 of 2 SUBJECT CONSIDER ENDORSEMENT OF GRANT APPLICATION TO 1'HE URBAN FORESTRY CHALLENGE GRANT PROGRAM RECOMMENDATION It is recommended that the City Council 1 Authorize the City Manager to apply for and accept if awarded., a grant in the amount of 510,000 from the Urban and Community Forestry Challenge Grant Program for the purpose of partially funding one (1) staff person to continue programs that increase public awareness of the urban forest, 2 Accept as local match 52,000 in cash donations, 56,737 in donated services and materials, and 59,512 for in-kind office space, phone and posi:age from the City, 3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by 528,249 from increased revenue, and 4 Waive collection of any indirect costs as part of the City of Fortt Worth's in-kind match to this grant DISCUSSION The Parks and Community Services Department and ReLeaf Tarrant County Inc , a volunteer non- profit corporation, are proposing the submittal of a grant application to the Urban and Community Forestry Challenge Grant Program which is a program jointly admini:~tered by the Texas Forest Service, the U S Forest Service and the Texas Urban Forestry Council) The purpose of the grant is to continue partial funding of one (1) City of Fart Worth temporary Employee who coordinates ReLeaf Tarrant County's programs related to urban forestry Last year ReLeaf Tarrant County provided environmental education to over 8,500 school children, distributed 1,800treesthroughthelr "Neighborwoods" and "GreenstrE;ets" program and provided 350 volunteer hours for community tree planting projects If awarded, the grant would provide $10,000 for the purpose of partially funding the program coordinator A local match of 518,249 includes 52,000 in cash donations to be raised by ReLeaf,•56,737 in donated services and materials from individuals anti organizations and 59,512 for in-kind office space, phone service, postage, and administrative and indirect costs from the City City of Fort Worth, Texas Mayor and Council Communication DATE 08/08/95 REFERENCE NUMBER ~'*G-11182 LOG NAME 80GRAN PAGE ~ 2 of 2 svBJECT CONSIDER ENDORSEMENT OF GRANT APPLICATION TO THE URBAN FORESTRY CHALLENGE GRANT PROGRAM At its regular meeting on June 20, 1995, the Parks and Community Services Advisory Board voted to "concur with the staff's recommendation to the City Council to 1) authorize the City Manager to apply for and accept, if awarded, a grant in the amount of 510,000 from the Urban and Community Forestry Challenge Grant Program for the purpose of partially funding one (1) staff person to continue programs that increase public awareness of the urban forest and, 2) waive collection of any indirect costs as part of the City of Fort Worth's in-kind match to this grant " FISCAL INFORMATION/CERTIFICATION The Director of Fiscal Services certifies that upon approval of the above recommendations, funds will be available in the current operation budget, as appropriated, in the Grants Fund LW a Submitted for City Manager's FUND ACCOUNT CENTER AMOUNT CITY SECRETARY Office by: (to) Libby Watson 6140 APPRO V ED Originating Department Head: 9 ;
