AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE GRANTS FUND IN THE AMOUNT OF $45,355 FOR THE PURPOSE OF FUNDING
FAMILY SUPPORT SERVICES PROVIDED THROUGH A COMMUNITY INITIATIVES FUND
GRANT FROM THE UNITED WAY OF METROPOLITAN TARRANT COUNTY; PROVIDING
FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for
the Fiscal Year 1994-95 and in the Budget of the City Manager, there shall also be
increased estimated receipts and appropriations in the Grants Fund in the amount
of $45,355 for the purpose of funding family support services provided through a
Community Initiatives Fund grant from the United Way of Metropolitan Tarrant
County
SECTION 2
Should any portion, section or part of a section of this ordinance be declared
invalid, inoperative or void for any reason by a court of competent jurisdiction,
such decision, opinion or judgement shall in no way impair the remaining portions,
sections, or parts of sections of this ordinance, which said remaining provisions
shall be and remain in full force and effect
SECTION 3
That this ordinance shall be cumulative of Ordinance No 11645 and all other
r" ordinances and appropriations amending the same except in those instances where
th'e provisions of this ordinance are in direct conflict with such other ordinances
and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed
SECTION 9
This ordinance shall take effect and be in full force and effect and after the
date of its passage, and it is so ordained

COMMUNITY INITIATIVES FUND
RECOMMENDATION
It is recommended that the City Council authorize the City Manager to
1 Submit a Community Initiatives Fund grant application to United Way of Metropolitan
Tarrant County, accept the grant if offered, and negotiate a contract with United Way in
the amount of $45,355 for the contract period of October 1, 1995 to September 30, 1996,
2 Adopt the attached appropriation ordinance increasing estimated receipts and
appropriations in the Grants Fund by 5 ~ 355 from increased revenue, and
3 Execute a contract in the amount of 545,355 with Family Services to provide family
support services under the grant for the period of October 1, 1995 to September 30, 1996,
if the grant is offered
DISCUSSION
The United Way of Metropolitan Tarrant County Community Initiatives Fund provides funding for
community problem solving initiatives that offer innovative solutions to emerging needs The
fund provides funding for one year and gives special consideration to programs that are
collaborative, emphasize prevention and responsiveness, and offer a variety of services to enable
low income clients to attain economic self sufficiency
The City of Fort Worth's Youth Fair Chance program was funded in July of 1994 with a
53,000,000 grant from the U S Department of Labor The program targets resources to the
Stop Six and Polytechnic communities and provides a comprehensive community based approach
to addressing the needs of community residents Its goal is to improve the life opportunities of
youth and young adults who reside in high poverty areas by providing a comprehensive array of
services using a coordinated and concentrated strategy The Youth Fair Chance center for
Continuing Education and Training is located at 4701E Lancaster Street The center houses
staff from several different agencies including City of Fort Worth, Fort Worth Independent
School District, Tarrant County Junior College, Texas Department of Human Services, The
Women's Center, the City of Fort Worth Health Department, and Texas Rehabilitation
Commission It is a one-stop center providing education and training, employment assistance,
health and rehabilitation, and social services If the proposed grant is funded, Family Services
wi11 be housed at the Youth Fair Chance center to provide a variety of individual, family, and drug
abuse counseling services
