ORDINANCE NO l ~/
AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE WATER CAPITAL PROJECTS FUND IN THE
AMOUNT OF $13,441.00 AND THE SEWER CAPITAL PROJECTS FUND IN
THE AMOUNT OF $2,379.23 FOR THE PURPOSE OF FUNDING AN
ENGINEERING AGREEMENT WITH METRO TECH ENGINEERING ASSOC.,
INC., FOR DESIGN SERVICES FOR THE RECONSTRUCTION OF ROSEN
AVENUE, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING
ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING
AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year
1994-95 and in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the Water Capital Projects Fund in the amount of $13,44.00 and the Sewer Capital Projects
Fund in the amount of $2,379.23 for the purpose of funding an engineering agreement with Metro Tech
Engineering Assoc., Inc., for design services for the reconstruction of Rosen Avenue.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any
reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the
remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and
remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 11645 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict with
such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances
and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so
ordained.

SUBJECT ADOPTION OF SUPPLEMENTAL APPROPRIATION ORDINANCE AND AWARD OF
ENGINEERING AGREEMENT TO METRO TECH ENGINEERING ASSOC , INC ,FOR
DESIGN SERVICES FOR. THE RECONSTRUCTION OF ROSEN AVENUE (FROM AZLE
AVENUE TO 23RD STREET) AND ROSEN AVENUE (FROM 28TH STREET TO AZLE
AVENUE)
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to transfer 515,820 23 from the Water and Sewer Operating
Fund to the Water Capital Projects Fund in the amount of 513,441 00 and Sewer Capital
Projects Fund in the amount of 52,379 23, and
2 Adopt the attached appropriations ordinance increasing receipts and appropriations in the
Water Capital Projects Fund in the amount of 513,441 00 and the Sewer Capital Projects
Fund in the amount of 52,379 23 from increased revenue, and
3 Authorize the City Manager to execute an agreement with Metro Tech Engineering Assoc ,
Inc in the amount of 541,687 30 to prepare plans and specifications for street, water and
sewer improvements in Rosen Avenue (from Azle Avenue to 23rd Street) and Rosen
Avenue (from 28th Street to Azle Avenue)
DISCUSSION
The 1993 Capital Improvement Program included funds for the reconstruction of Rosen Avenue
(from Azle Avenue to 23rd) and Rosen (from 28th to Azle Avenue) The existing water and sewer
lines will be reconstructed prior to the reconstruction of the street
Metro Tech Engineering Assoc ,Inc ,located at 5600E Loop 820 South, Suite 1 13, Fort Worth,
Texas 76119, proposes to perform the design work for this project for a fee not to exceed
541,687 30 Staff considers this fee to be fair and reasonable for the scope of services
proposed
Metro Tech Engineering has complied with the City's Disadvantaged Business Enterprise Policy,
by achieving 100% DBE participation
This project is located in DISTRICT 2, Mapsco 61 H
In addition to the contract amount, 5610 00 is required, for review of the water and sanitary
sewer plans by the Department of Engineering

FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that upon approval and completion of Recommendation
1, and the adoption of the attached appropriations ordinance, funds required for the design phase
of the water and sewer facilities will be available in the current operating budget of the Water
and Sewer Capital Projects Funds and that funds required for the design phase for the street
reconstruction are available in the Street Improvements Fund
