AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE GRANTS FUND IN THE AMOUNT OF $15,000 00 FOR THE PURPOSE OF FUNDING
MINOR REPAIRS OF GLASS AND ROOF DAMAGE THROUGH A CONTRACT WITH THE
TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS; PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for
the Fiscal Year 1994-95 and in the Budget of the City Manager, there shall also be
increased estimated receipts and appropriations in the Grants Fund in the amount
of $15,000 00 for the purpose of funding minor repairs of glass and roof damage
through a contract with the Texas Department of Housing and Community Affairs
SECTION 2
Should any portion, section or part of a section of this ordinance be declared
invalid, inoperative or void for any reason by a court of competent jurisdiction,
such decision, opinion or judgement shall in no way impair the remaining portions,
sections, or parts of sections of this ordinance, which said remaining provisions
shall be and remain in full force and effect
SECTION 3
That this ordinance shall be cumulative of Ordinance No 11645 and all other
ordinances and appropriations amending the same except in those instances where
the provisions of this ordinance are in direct conflict with such other ordinances
and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed
SECTION 4
This ordinance shall take effect and be in full force and effect and after the
date of its passage, and it is so ordained

SUBJECT ACCEPTANCE OF FUNDS FROM THE TEXAS DEPARTMENT OF HOUSING AND
COMMUNITY AFFAIRS TO ASSIST IN PROVIDING MINOR HAIL STORM DAMAGE
REPAIRS TO LOW INCOME HOUSEHOLDS
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to accept a contract with the Texas Department of Housing
and Community Affairs (TDHCA) in the amount of 515,000 to assist in providing minor
repairs of glass and roof damage,
2 Adopt the attached appropriations ordinance increasing appropriations and estimated
receipts in the Grants Fund from increased revenue, and
3 Authorize the City Manager to waive indirect cost since no salaries are involved
DISCUSSION
The violent hail storm that swept through Tarrant County on the evening of May 5, 1995, has
been reported as one of the most costly in U S History Some estimates list the damages in the
overall Metroplex as in excess of 5900 million In Fort Worth, the American Red Cross reported
two homes destroyed, twenty-six received major damages and 4,171 received minor damages
(windows and roofs) The southwest and southeast areas of Fort Worth, with a large percentage
of low to moderate income residents, experienced considerable damages Community Services
Block Grant records also indicate that this same population receives services from a wide range
of programs such as the Comprehensive Energy Assistance Program, Emergency Homeless and
the Summer Food Service Program
The City of Fort Worth Parks and Community Services Department requested Emergency Funds
from the Texas Department of Housing and Community Affairs to assist in providing minor
repairs of glass replacement, and minor roof repairs to
• Households who are eligible based on the most recent CSBG Income Guidelines provided
by TDHCA and referred by the Tarrant County American Red Cross Chapter, the City of
Fort Worth Housing Department and other agencies addressing the needs of this targeted
~ population,
• A minimum of 40 households at an amount not to exceed 5375 per household,
• A primary target population of households with elderly, disabled, or children under the age
of six who have very little or no-property insurance to assist in the repair of windows or
roofs of their dwellings,

• Leverage funds with money available from the two agencies (City of Fort Worth Housing
Authority Department and the American Red Cross) that will refer eligible applicants, and
• Refer eligible households to other agencies in Tarrant County for additional services
Indirect cost does not apply since no salaries are involved, only direct services
This program serves all Council Districts
FISCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that upon approval and execution of the
recommendations, funds will be available in the current operating budget, as appropriated, of the
Grants Fund
