HomeMy WebLinkAboutOrdinance 11977Ordinance No ~~~ AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $320,766 00 FOR THE PURPOSE OF ACCEPTING A TEXAS DEPARTMENT OF COMMERCE GRANT FOR FUNDING THE JOB TRAINING PARTNERSHIP ACT'S TITLE IIA 5$ OLDER INDIVIDUAL PROGRAM; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1994-95 and in the Budget of the City Manager,. there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $320,766 00 for the purpose of accepting a Texas Department of Commerce Grant for funding the Job Training Partnership Act's Title IIA 5~ Older Individual Program SECTION 2 Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect SECTION 3 That this ordinance shall be cumulative of Ordinance No 11645 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed SECTION 4 This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained APPROVED AS TO FORM AND LEGALITY City Attorney ~ - ys Date .~D_~.S Adopted 5-3d -~s Effective City of Fort i~orth, Texas Mayor and Council Communication DATE REFERENCE NUMBER LOG NAME FACE 05/30/95 **C-14849 08JTPA 1 of 2 SUBJECT JTPA TITLE IIA 5% SET-ASIDE OLDER INDIVIDUAL PROGRAM GRANT WITH TEXAS DEPARTMENT OF COMMERCE AND APPROPRIATIONS ORDINANCES REGARDING FUNDING OF SUCH PROGRAM RECOMMENDATION It is recommended that the City Council authorize the City Manager to 1 Submit a Grant application, accept the grant, if offered, and enter into a contract in the amount of 5320,766 00 with the Texas Department of Commerce (TDOC) for the Job Training Partnership Act's (JTPA) Title IIA 5% Older Individual Program (OIP) for the second-year program beginning July 1, 1995, and ending June 30, 1996, and 2 Adopt the attached supplemental appropriations ordinance increasing General Fund appropriations by 580,000 00 and decreasing the unreserved, undesignated fund balance by the same amount for interim financing of costs pending approval and execution of the grant contract with TDOC, and 3 Approve the transfer of 580,000 00 from General Fund to the project numbers established in the Grant Fund, and 4 Authorize the Fiscal Services Department to establish project numbers in the Grants Fund in the City's accounting system (MARS), and 5 Adopt the attached appropriations ordinance increasing estimated receipts and appropriations in the Grants Fund by 5320,766 00 from increased revenues, and 6 Apply indirect costs in accordance with the City's Administrative Regulation 3-15 (apply the rate of 10 02 percent, which represents the most recently approved rate for this department) DISCUSSION The City of Fort Worth has administered since 1987, a JTPA program targeting individuals age 55 or older who needed employment and training assistance to be competitive for jobs in today's work force Program participants must be unemployed and meet income eligibility guidelines at the time of application, be willing to invest their time and energy to gain appropriate employment skills, and actively participate in job search activities The proposed 1995 program is designed to serve 95 individuals The interim funding of 580,000 00 from the unreserved, undesignated General Fund balance is a temporary measure that is designed to ensure the smooth transition from one grant funding period to another Upon execution of the grant agreement with TDOC, the interim funding will be returned to the unreserved, undesignated fund --~ Printed on recycled paper City of Fort T~orth, Texas Mayor and Counncir Communication DATE 05/30/95 REFERENCE NUMBER **C-14849 LOG NAME OSJTPA PAGE 2 of 2 SUBJECT JTPA TITLE lIA 5% SET-ASIDE OLDER INDIVIDUAL PROGRAM GRANT WITH TEXAS DEPARTMENT OF COMMERCE AND APPROPRIATIONS ORDINANCES REGARDING FUNDING OF SUCH PROGRAM At the end of March 1995, a total of seventy-three (73) individuals had been served in the O I P Nineteen (19) individuals were placed in full-time emloyment at an average hourly rate of 56 68, 38 are presently enrolled in occupational skills classroom and work experience training 5 63,142 Administration 96,558 Training Related/Support Services 161,066 Direct Training 5320,766 TOTAL TDOC FUNDS FISCAL INFORMATION/CERTIFICATION The Director of Fiscal Services certifies that upon approval and completion of this transfer and adoption of the attached appropriations ordinances, funds will be available, as appropriated, in the Grants Fund After completion of this transfer, unreserved, undesignated fund balance of the General Fund will be 529,020,640 00 Upon execution of the contract with Texas Department of Commerce, the 580,000 00 will be transferred back to the General Fund.
