AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE SEWER CAPITAL PROJECTS FUND IN THE AMOUNT OF $332,776 00 FOR THE
PURPOSE OF FUNDING AN ENGINEERING AGREEMENT WITH TURNER, COLLIE &
BRADEN, INC , FOR SANITARY SEWER MAIN 207R DRAINAGE AREA
INFLOW/INFILTRATION EVALUATION STUDY AND SEWER IMPROVEMENTS (GROUP 5,
CONTRACT 3); PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments
for the Fiscal Year 1995-96 and in the Budget of the City Manager, there
shall also be increased estimated receipts and appropriations in the Sewer
Capital Projects Fund in the amount of $332,776 00 for the purpose of
funding an engineering agreement with Turner, Collie & Braden, Inc for
Sanitary Sewer Main 207R Drainage Area Inflow/Infiltration Evaluation Study
and Sewer Improvements (Group 5, Contract 3)
SECTION 2
Should any portion, section or part of a section of this ordinance be declared
invalid, inoperative or void for any reason by a court of competent jurisdiction,
such decision, opinion or judgement shall in no way impair the remaining portions,
sections, or parts of sections of this ordinance, which said remaining provisions
shall be and remain in full force and effect
SECTION 3
That this ordinance shall be cumulative of Ordinance No 12074 and all other
ordinances and appropriations amending the same except in those instances where
the provisions of this ordinance are in direct conflict with such other ordinances
and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed
SECTION 4
This ordinance shall take effect and be in full force and effect and after the
date of its passage, and it is so ordained

IMPROVEMENTS (GROUP 5, CONTRACT 3)
RECOMMENDATION.
It is recommended that the City Council
1 Authorize the City Manager to transfer 5332, 776 00 from the Water and Sewer Operating
Fund to the Sewer Capital Projects Fund, and
2 Adopt the attached appropriations ordinance increasing estimated and appropriations in the
Sewer Capital Projects Fund in the amount of $332,776 00 from increased revenue, and
3 Authorize the City Manager to execute an engineering agreement with Turner, Collie &
Braden, Inc in the amount of 5332,776 00 for the Sanitary Sewer Main 207R Drainage
Area Inflow/Infiltration Evaluation Study and Sewer Improvements
DISCUSSION.
The engineering services to be performed under this agreement consist of conducting continuous
wastewater flow and rainfall monitoring, to determine the existing flow, performing detailed
Sewer System Evaluation Survey (SSES) to identify the nature and locations of defects in the
collection system, using hydraulic modeling and engineering analysis to develop plans for removal
of public and private sector inflow and infiltration sources and for constructing a relief sewer to
transport the remaining flow The project scope also includes preparing the special contract
documents and managing a small diameter (6" - 15") sewer cleaning concurrent with the SSES
In addition this agreement includes the design of approximately 1,700 linear feet of critical sewer
replacement
The project is a part of the Integrated Wet Weather Wastewater Management Program to comply
with an Administrative Order from the U S Environmental Protection Agency to eliminate sewer
overflows in the City's wastewater collection system
The M 207R Drainage Area is located in the western part of Fort Worth in the Kings Creek
Drainage Basin (COUNCIL DISTRICTS 3 & 7) The area is generally bounded on the north by
Interstate Highway 30 and U S Highway 183, the east by Bigham Blvd (south of IH 30) and
Ridgmar Blvd (north of IH 30-, the south by U S Highway 80 and the west by Laredo Drive
Turner, Collie & Braden, Inc is in compliance with the City's M/WBE Ordinance by committing
to 59 2% M/N/BE participation The goal on this project was 16%
In addition to the above engineering fee, $6,000 is included for project management and review

The Director of Fiscal Services certifies that upon approval and completion of recommendation
1, and the adoption of the attached appropriations ordinance, funds required for this agreement
will be available in the current operating budget of the Sewer Capital Projects Fund
