HomeMy WebLinkAboutOrdinance 12286~ Nb w- wT r Ordinance No ~~ AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GENERAL FUND IN THE AMOUNT OF $30,000 00 FOR THE PURPOSE OF FUNDING A PROFESSIONAL SERVICES AGREEMENT TO HUFF, BROUS, MCDOWELL & MONTESSI FOR PROFESSIONAL MARKET ANALYSIS/REAL ESTATE SERVICES RELATING TO COMMERCIAL AND INDUSTRIAL ZONED CITY OWNED SURPLUS PROPERTIES; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1995-96 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the General Fund in the amount of $30,000 00 for the purpose of funding a professional services agreement to Huff, Brous, McDowell & Montessi for Professional Market Analysis/Real Estate Services relating to commercial and industrial zoned city owned surplus properties SECTION 2 Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect SECTION 3. That this ordinance shall be cumulative of Ordinance No 12074 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed SECTION 4 This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained APPROVED AS TO FORM AND LE ITY i skis?tant Ci y Attorney ~/ rL ~~ Date Adopted Effective City of Fort Worth, Texas Mayor and Council Communication NUMBER C-15158 ~ NAME 11 /28/95 30HUFF I 1 of 3 SUBJECT ADOPTION OF SUPPLEMENTAL APPROPRIATIONS ORDINANCE AND AWARD OF PROFESSIONAL SERVICES AGREEMENT TO HUFF, BROUS, McDOV1/ELL & MONTESSI FOR PROFESSIONAL MARKET ANALYSIS/REAL ESTATE SERVICES RELATING TO COMMERCIAL AND INDUSTR{AL ZONED CITY OWNED SURPLUS PROPERTIES RECOMMENDATION It is recommended that the Council 1 Adopt the attached supplemental appropriations ordinance increasing estimated receipts and appropriations in the General Fund by 530,000 from increased revenues from the sale of surplus properties, and 2 Authorize the City Manager to execute an annual Professional Services agreement with'Huff, Brous, McDowell & Montessi for a fee not to exceed 530,000 to prepare market analysis for commercial and industrial zoned surplus properties owned'by the City of Fort Worth DISCUSSION The City of Fort Worth, Department of Engineering, currently maintains an inventory of approximately 120 commercial and industrial zoned surplus properties The majority of these properties were obtained through the tax foreclosure process A market analysis for each commercial and industrial zoned property will provide a more concise and accurate value for the property This market analysis will also assist in establishing a potential minimum bid for each property for a competitive sealed bid sale Market Analysis Services will include • Determination of fair market value, • Determination of each property's Highest and Best Use, • Recommendation for potential Zoning Changes, • Marketing strategies for each property, • Packaging or grouping of specific properties to maximize the sales potential for the City Printed on recycled paper City of Fort Worth Texas Mayor and Council Communication 11 /28/95 NUMBER C-15158 ~ NAME 30HUFF ~ 2 of 3 SUBJECT ADOPTION OF SUPPLEMENTAL APPROPRIATIONS ORDINANCE AND AWARD OF PROFESSIONAL SERVICES AGREEMENT TO HUFF, BROUS, McDOWELL & MONTESSI FOR PROFESSIONAL MARKET ANALYSIS/REAL ESTATE SERVICES RELATING TO COMMERCIAL AND INDUSTRIAL ZONED CITY OWNED SURPLUS PROPERTIES In April, 1995, the Department of Engineering advertised for real estate consultants to submit their Statement of Qualifications to prepare a market analysis so that the City can more effectively market and dispose of these properties Nine real estate firms responded with written statements of qualifications All of the responding companies were contacted and provided an opportunity td attend a personal interview Of the nine, two firms declined interviews A selection committee consisting of the Manager of Real Property, the Land Agent responsible for the Surplus Property program and a Project Manager from the Department of Engineering reviewed the submittals and conducted the interviews of the firms Following interviews the selection committee referred it's recommendations and selections to the Director of the Department of Engineering for approval Based upon their demonstrated understanding of the project, proposed scope of services and comparable experience, Huff, Brous, McDowell & Montessi are one of two consultants recommended to complete this project for a fee not to exceed 530,000 00 Staff considers this fee to be reasonable for the scope of services proposed Huff, Brous, McDowell &Montessi is in compliance with the City's DBE Policy by committing to 33 8% DBE participation City of Fort Worth, Texas Mayor and Council Communication DATE REFERENCE LOG PAGE NUMBER C-15158 NAME 11 /28/95 30HUFF 3 of 3 SUBJECT ADOPTION OF SUPPLEMENTAL APPROPRIATIONS ORDINANCE AND AWARD OF PROFESSIONAL SERVICES AGREEMENT TO HUFF, BROUS, McDOWELL & MONTESSI FOR PROFESSIONAL MARKET ANALYSIS/REAL ESTATE.
