HomeMy WebLinkAboutOrdinance 11893Ordinance No ` ! ~ ~3 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $284,000 00 FOR THE PURPOSE OF IMPLEMENTATION OF THE STEWART B MCKINNEY HOMELESS ASSISTANCE ACT OF 1987 EMERGENCY SHELTER GRANT PROGRAM FOR 1995; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1994-95 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Furid in the amount of $269,800 00 for the purpose of implementation of the Stewart B McKinney Homeless Assistance Act of 1987 Emergency Shelter Grant Program for 1995 SECTION 2 Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect SECTION 3 That this ordinance shall be cumulative of Ordinance No 1164.5 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed SECTION 4 This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained APPROVED AS TO FORM AND LEGALITY w t ~C'i y torney ~2 3/gS -' Date 3- ~- ~s' Adopted Effective City of Fort Worth, Texas Mayor and Council C;cnnmunication DATE REFERENCE NUMBER LOG NAME PAGE 03/28/95 **C-14736 13MCKINN 1 of 3 SUBJECT SUBMISSION OF THE 1995 EMERGENCY SHELTER GRANT APPLICATION TO THE U S DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) AND CONTRACTS WITH SERVICE PROVIDERS (AGENCIES) RECOMMENDATION It is recommended that the City Council 1 Authorize the City Manager to submit and accept, if offered, a grant appl+cation to the U S Department of Housing and Urban Development (HUD), as a part of the Consolidated Plan, for implementation of the Stewart 8 McKinney Homeless Assistance Act of 1987 Emergency Shelter Grant (ESG) Program for 1995, +n the amount of 5284,000 00, and 2 Adopt the attached appropriations ordnance increasing estimated receipts and appropriations +n the Grants Fund by $284,000 00 from +ncreased revenue, and 3 Authorize the City Manager to execute contracts w+th the agencies recommended for funding, totalling 5269,800, as outlined +n the Discussion section of this M&C, to undertake activities eligible under the Emergency Shelter Grant Program, and 4 Expend 514,200 (5% of the grant) for the C+ty's administrat+on of the grant, and 5 Authorize the Accounting Divis+on of the Fiscal Services Department, subject to HUD approval and the City Manager's acceptance of the grant, to establish the ESG project accounts in the City of Fort Worth's f+nancial accounting system DISCUSSION In the Fiscal Year 1995-1996 through the U S Department of Housing and Urban Development, the City is entitled to 5284,000 in Emergency Shelter Grant (ESG) Program funds The Emergency Shelter Grant Program is authorized through the Stewart B McKinney Homeless Assistance Act and funds may be used for 1) the rehabilitat+on or renovation of emergency shelter buildings, 2) essential serv+ces for the homeless (+ e , medical care, education, transportation, etc ), 3) operations and maintenance of shelters (+ e , ut+lit+es, insurance, furnishings, etc ), 4)homeless prevention activities (payment of rent, mortgages and ut+lities for households facing eviction, foreclosure and utility term+nations), and 5) adm+nistration The City issued a Request for Proposals on August 22, 1994 to agencies which serve and shelter the homeless The agencies that are recommended for funding based on the proposals rece+ved are listed below a) Tarrant County Department of Human Services 536,300 Rent Vouchers e~ Printed on recycled paper City of Fort Worth, Texas Mayor and Council Communication DATE REFERENCE NUMBER LOG NAME PAGE 03/28/95 **C-14736 13MCKINN 2 of 3 SUBJECT SUBMISSION OF THE 1995 EMERGENCY SHELTER GRANT APPLICATION TO THE U S DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) AND CONTRACTS WITH SERVICE PROVIDERS (AGENCIES) b) Bridge Association (emergency shelter for youth) -
