HomeMy WebLinkAboutOrdinance 11895Ordinance No l / (~~J'I AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $1,197,712 00 FOR THE PURPOSE OF INCREASING FUNDING UNDER TEXAS DEPARTMENT OF COMMERCE CONTRACT NO 05521 AND CITY SECRETARY CONTRACT NO 20745; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1999-95 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in ! the amount of $1,142,712 00 for the purpose of increasing funding under Texas Department of Commerce contract no 05521 and City Secretary contract no 20795 SECTION 2 Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect SECTION 3 That this ordinance shall be cumulative of Ordinance No 11645 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed SECTION 4 This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained APPROVED AS TO FORM AND LEGALITY City Attorney 3-22-y.~ Date 3-~~-Qs Adopted 3-~ ~-~s Effective City of Fort Worth, Texas Mayor and Council Communicatioy~ DATE REFERENCE NUMBER LOG NAME PAGE 03/28/95 **C-14740 08COM 1 of 2 SUBJECT AMENDMENTS INCREASING FUNDING UNDER TEXAS DEPARTMENT OF COMMERCE CONTRACT NO 05521 AND CITY SECRETARY CONTRACT NO 20745 AND APPROPRIATIONS ORDINANCE INCREASING ESTIMATED RECEIPTS IN GRANTS FUND RECOMMENDATION It is recommended that the City Council Authorize the City Manager to accept, if offered, an additional grant of 51,147,712 00 for the Job Training Partnership Act Title III Formula Grant from the Texas Department of Commerce (TDOC) and amend TDOC Contract No 05521 to reflect a new contract funding total of $2,852,049 00, and 2 Adopt the attached appropriations ordinance increasing estimated receipts and appropriations in the Grants Fund by 51,147,712 00 from increased revenue, and 3 Amend City Secretary Contract No 20745 with the Texas Employment Commission to increase the contract amount by 519,744 00 to a new total of 5216,099 00 DISCUSSION On July 19, 1994 the City Council authorized the City Manager to accept a grant from the Texas Department of Commerce in the amount of 51,675,693 00 for the implementation of the Job Training Partnership Act, Title III Economic Dislocation Worker Adjustment Act Program for the contract period July 1, 1994 through June 30, 1995 On March 21, 1995, the City Council authorized the City Manager to accept an additional 528.,644 00 for this program This action increased the contract level to 51,704,337 00 On March 15, 1995 The Working Connection submitted a proposal to the Texas Department of Commerce for an additional 51,147,712 00 for funds to serve 323 additional dislocated workers through June 30, 1995 Included in this proposal is 519,744 00 for enhanced services provided by the Texas Employment Commission These funds will enable TEC to continue the services of two (2) Employment Interviewers (517,744 00) as well as provide additional written material in both English and Spanish (52,000 00) The Title III Economic Dislocation Worker Adjustment Act provides Employment and Training assistance for Dislocated Workers in Fort Worth enabling them to re-enter the workforce The City of Fort Worth through The Working Connection provides the dislocated workers with a variety of services including, but not limited to Counseling, Job Club, Job Bank and Resource Center, Basic Skills, Occupational Classroom Training, Job Development, Placement, and On-the- Job Training s-~~ Printed on recycled paper City of Fort Worth, Texas Mayor and Council Camrimunication DATE REFERENCE NUMBER **C-14740 LOG NAME 08COM PAGE 2 of 2 03/28/95 SUBJECT AMENDMENTS INCREASING FUNDING UNDER TEXAS DEPARTMENT OF COMMERCE CONTRACT NO 05521 AND CITY SECRETARY CONT RACT NO 20745 AND APPROPRIATIONS ORDINANCE INCREASING ESTIMATED RECEIPTS IN GRANTS FUND BUDGET INFORMATION Original Budget Modification ~t1 Modification #2 Revised Budget Administrative 5 251,354 S 3,650 5 9,786 5 264,790 Readjustment S 552,980 -0- 5 3,532 5 556,512 Retraining 5 620,006 524,994 S 885,621 51,530,621 Support Services 5 251,353 -0- 5 248,773 5 500.126 TOTAL 51,675,693 528,644 51,147,712 52,852,049 FISCAL INFORMATION/CERTIFICATION The Director of Fiscal Services certifies that upon approval and execution of the above recommendations, the funds required for the expenditures will be available in the current operating budgets, as appropnated, in the Grants Fund.
